Essential Duties & Responsibilities

Administers SPSA’s employee benefits programs in compliance with federal, state, and local laws and SPSA policies. (60%)

Manages the Worker’s Compensation program, coordinating employee return to work, coordinating with insurance carriers, and advising supervisors and employees on how to report and handle on-the-job injuries. (15%)

Manages the drug‑free workplace program and ensures compliance with the requirements of the Department of Transportation. (15%)

Provides guidance to employees and management on the interpretation of policies, programs, and procedures and assists in the implementation and enforcement of policies. (10%)

Responsibilities & Duties

Provides effective employment policy administration and application, including but not limited to policies pertaining to employee benefits, retirement, worker’s compensation and the Drug‑free Workplace program.

Ensures compliance with SPSA policies and federal, state, and local laws, as well as consistency in administration among SPSA departments. Recommends modification of programs to meet the organization’s changing needs while maintaining all legally mandated requirements.

Manages Workers’ Compensation, coordinates early return to work alternate assignments with employees receiving workers’ compensation benefits; reviews medical restrictions and offers job assignments and monitors the work to ensure the assignment is within employee’s medical restrictions.

Coordinates with insurance carrier all relevant factors of claims, including medical reports, investigative reports, legal correspondence, interviews and communication with appropriate personnel and other experts, to facilitate the expeditious resolution of the claims.

Advises workers and supervisors regarding proper procedures for reporting and handling on-the-job injuries; explains workers compensation benefits.

Assists in the development or revision of human resources policies and procedures. Conducts research concerning policy standards and applies the results to the SPSA environment when recommending new or revised policies. Provide guidance to employees and management on the interpretation of policies, programs, and procedures and assists in the implementation and enforcement of policies.

Manages the drug‑free workplace program and ensures compliance with the requirements of the Department of Transportation. Serves as SPSA’s Designated Employer Representative (DER) in working with the drug testing program’s third‑party administrator.

Assists in maintaining the classification and compensation program including writing job descriptions, pay grade recommendations for new and existing job classifications, monitoring the application of the pay system and conformance with applicable laws and regulations.

Administrator for all SPSA benefits and open enrollment. Assists in reviewing employee benefits programs that are competitive and meet the needs of SPSA employees. Communicates SPSA’s benefit programs to employees and provides for the enrollment of employees in benefit programs. Ensures that the programs are providing the specified levels of service and employees are assisted in receiving benefits that conform to program requirements.

Assists employees in resolving workplace concerns such as employee/supervisor relationships, work performance, discipline, and personal issues that are affecting work performance.

Assists with management review meetings to review serious discipline issues where termination is recommended. Prepares information regarding the findings of the management review, including recommendations for action by the Executive Director.

Maintains current knowledge of employment laws and practices. Investigates claims relating to violations of various Federal, State, and local employment related laws and procedures and prepares a written comprehensive report of the findings.

Assist with interviewing candidates, employment verifications, reference checks, etc.

Represents SPSA to Virginia Employment Commission (VEC), preparing VEC case materials, supervisors to testify before the Commission.

Represents SPSA at job fairs and community engagement events.

Maintains and submits annual and monthly reports. (i.e. DMV reporting, New Hire reporting, DOL, PCORI )

Maintains legal, benefit and employee personnel files.

Performs other duties as required or assigned.

Supervisory Responsibilities This position has no supervisory responsibilities.

Experience & Education

Required Education - Bachelor’s degree in business management, human resources management, or related field. Professional in Human Resources or Senior Professional in Human Resources certification is preferred.

Required Experience - Five years of progressively responsible Human Resources experience specializing in public sector employee benefits, retirement, worker’s compensation, and the Drug‑free Workplace. Strong knowledge of Munis & NeoGov preferred.

An equivalent combination of experience and education may be considered.

Licenses

Valid Virginia driver’s license and safe driving record required to operate SPSA owned or leased vehicles.

Knowledge & Skills

Knowledge of current human resource principles, practices, theories, and laws, with comprehensive knowledge in the functional areas of training, employee relations, recruitment, and benefits.

Knowledge of research techniques necessary to gather and analyze data and to draw conclusions from the data analysis.

Knowledge of EEO principles and practices and how they apply to the workplace.

Skill in the use of modern office procedures, record‑keeping methods, business math and statistics, internet research techniques, and a variety of computer software to prepare reports, maintain records, retrieve and use information, and make valid recommendations.

Skill in interpersonal relations and the exercise of good judgment and discretion to maintain effective and cooperative working relationships with managers, supervisors, employees, vendors, customers, and the public.

Skill in utilizing various analytical and statistical techniques in investigating or analyzing various personnel concerns.

Skill in gathering information concerning employee relations issues and developing a plan of action to resolve the issues presented, using judgment and diplomacy in guiding actions that will achieve the desired results.

Working Conditions This position will work in a well‑lit, climate‑controlled administrative office setting. The atmosphere is generally quiet, promoting focused work, with occasional meetings or collaborative sessions.

Machines, Tools & Equipment This position will require you to regularly use a personal computer, telephone, and basic office equipment as needed including a copy machine to print and scan documents.
