Hours: M-F, 8a-4p (full-time) Description

The Human Resources Generalist performs a wide variety of professional and administrative duties relating to SPSA’s employee benefits program administration, retirement, worker’s compensation and the Drug-free Workplace program. Effectively coordinates and manages human resources programs in compliance with federal, state, and local laws and SPSA policies. Reports to the Human Resources Manager. Responsibilities

Administers SPSA’s employee benefits programs in compliance with federal, state, and local laws and SPSA policies. 60% Manages the Worker’s Compensation program, coordinating employee return to work, coordinating with insurance carriers, and advising supervisors and employees on how to report and handle on-the-job injuries. 15% Manages the drug-free workplace program and ensures compliance with the requirements of the Department of Transportation. 15% Provides guidance to employees and management on policy interpretation and assists in implementation and enforcement of policies. 10% Provides effective employment policy administration and application for policies pertaining to employee benefits, retirement, worker’s compensation and the Drug-free Workplace program. Ensures compliance with SPSA policies and federal, state, and local laws, and maintains consistency in administration among SPSA departments. Recommends modification of programs to meet changing needs while maintaining legal requirements. Manages Workers' Compensation, coordinates early return-to-work assignments, reviews medical restrictions, and monitors work to ensure assignments fit medical restrictions. Coordinates with the insurance carrier on claims factors (medical reports, investigations, legal correspondence) to facilitate expeditious resolution of claims. Advises workers and supervisors regarding proper reporting and handling of on-the-job injuries; explains workers compensation benefits. Assists in the development or revision of human resources policies and procedures; conducts policy research and applies results to SPSA environment; provides guidance on interpretation and enforcement of policies. Serves as the Designated Employer Representative (DER) in working with the drug testing program’s third-party administrator. Assists in maintaining the classification and compensation program, including writing job descriptions and pay grade recommendations, and monitoring pay system conformance with applicable laws. Administrator for all SPSA benefits and open enrollment; reviews benefit programs for competitiveness and communicates programs to employees; assists employees in enrollment and benefits receipt. Assists employees in resolving workplace concerns, including employee/supervisor relationships, performance, discipline, and personal issues affecting performance. Assists with management review meetings for serious discipline issues where termination is recommended; prepares findings and recommendations for action. Maintains current knowledge of employment laws and practices; investigates claims and prepares written reports of findings. Assists with interviewing candidates, employment verifications, reference checks, etc. Represents SPSA to the Virginia Employment Commission (VEC) and prepares case materials; coordinates testimony as needed. Represents SPSA at job fairs and community engagement events. Maintains and submits annual and monthly reports (e.g., DMV reporting, New Hire reporting, DOL, PCORI). Maintains legal, benefit, and employee personnel files. Performs other duties as required or assigned. Supervisory Responsibilities

This position has no supervisory responsibilities. Typical Qualifications

Experience & Education

Required Education: Bachelor’s degree in business management, human resources management, or related field. Professional in Human Resources or Senior Professional in Human Resources certification is preferred. Required Experience: Five years of progressively responsible Human Resources experience specializing in public sector employee benefits, retirement, worker’s compensation, and the Drug-free Workplace. Strong knowledge of Munis & NeoGov is preferred. Licenses: Valid Virginia driver’s license and safe driving record required to operate SPSA owned or leased vehicles. An equivalent combination of experience and education may be considered. Knowledge & Skills

Knowledge of current human resource principles, practices, theories, and laws, with comprehensive knowledge in training, employee relations, recruitment, and benefits. Knowledge of research techniques to gather and analyze data and draw conclusions. Knowledge of EEO principles and how they apply to the workplace. Skill in modern office procedures, record-keeping, business math and statistics, internet research, and computer software to prepare reports and maintain records. Skill in interpersonal relations and judgment to maintain effective working relationships with managers, supervisors, employees, vendors, customers, and the public. Skill in analytical and statistical techniques for investigating personnel concerns. Skill in gathering information and developing action plans to resolve employee relations issues with judgment and diplomacy. Supplemental Information

Working Conditions

This position will work in a well-lit, climate-controlled administrative office setting; generally quiet with occasional meetings or collaborative sessions. Machines, Tools & Equipment

Requires regular use of a personal computer, telephone, and basic office equipment including a copier for printing and scanning documents. Physical & Mental Requirements

This position requires the ability to: Use sound judgment in daily and complex situations. Perform complex analysis of HR issues and provide solutions based on HR principles, laws, and best practices. Gather information from various sources and draft comprehensive reports and documents. Maintain records and produce clear, concise reports with proper grammar and punctuation. Make logical decisions and substantiate recommendations verbally. Use a computer to complete essential tasks and communicate with internal and external contacts. Communicate professionally by phone with internal/external contacts and job applicants. Concentrate on complex administrative tasks requiring timeliness and accuracy. Shift focus to meet urgent tasks or requests. Sit for extended periods; use a copier to print/scan and assemble reports; reach/bend/stoop to retrieve physical documents; occasionally lift up to 20 pounds. Seniority level
