This is a new pathway within the Career Ladder through which entire schools, selected by HCPS, receive compensation supplements, additional staffing resources and specialized professional learning.

General Statement of Duties In addition to serving as a classroom teacher, the Special Education Department Chair oversees special education instructional services for students with disabilities. Promotes research‑based educational instructional practices for special education students in classrooms. Communicates within and outside of the school system; requires handling of sensitive information and/or dealing tactfully with others. This is an 11‑month position supporting instruction during Extended School Year.
Essential Duties
Provides direct and indirect instructional support to students in a positive environment.
Employs special educational strategies and techniques during instruction to improve the development of sensory‑and perceptual‑motor skills, language, cognition, and memory.
Instructs students in academic subjects using a variety of techniques such as phonetics, multi‑sensory learning, and repetition to reinforce learning and to meet students' varying needs and interests.
Plans and conducts activities for a balanced program of instruction, demonstration, and work time that provides students with opportunities to observe, question, and investigate.
Establishes and enforces rules for behavior and procedures for maintaining an environment conducive to learning for all students.
Meets with parents to discuss their children's progress and to determine priorities for their children and their individualized educational needs.
Confers with parents, administrators, testing specialists, social workers, and other professionals to develop individualized education programs (IEPs) designed to promote students' educational, physical, and social/emotional development.
Maintains accurate and complete student records and prepares reports on children and activities, as required by laws, district policies, and administrative regulations.
Establishes clear objectives for all lessons, units, and projects and communicates those objectives to students.
Develops plans for effective communication, monitoring, and follow‑up of students in inclusive classroom settings.
Assists students with learning personal hygiene.
Collects and analyzes data to inform educational decision making.
Assists in the development of Functional Behavior Assessments (FBA) and Behavior Improvement Plans (BIP).
Serves as a member of a multidisciplinary team as appropriate.
Assists in preparation of data for local, state, and federal reports.
Supervises paraprofessionals assigned to the classroom.
Maintains professional competence by participating in staff development activities, curriculum development meetings, and other professional opportunities.
Performs other duties as assigned.
Regular attendance is required.
Department Chair Duties
Participates in district special education leadership meetings as scheduled and follows through with district decisions and recommendations at the school level.
Conducts monthly school‑based department meetings at the school level.
Adheres to federal and state annual IEP and reevaluation timelines, law and regulations related to special education.
Provides case management for students in private day placements.
Monitors the implementation of district special education curriculum at the school level.
Assigns teacher caseloads.
Develops schedules for instructional assistants to support students and school programming.
Collaborates with school counselors, administrators and related service providers to ensure the master schedule meets identified student needs.
Assists with planning, coordinating and conducting professional learning with respect to specially designed instruction and student services.
Provides peer coaching and modeling to assist other teachers in maximizing instructional effectiveness.
Mentors new special education teachers.
Maintains proper inventory of supplies, evaluation kits, textbooks, equipment and instructional resources.
Participates in student transition meetings.
Participates as a member of the school‑based quality team.
11‑Month Contract supports instruction during summer Extended School Year.
Minimum Qualifications Must be able to lift and/or move up to 10 pounds frequently and 25 to 50 pounds occasionally, and may assist in moving, or restraining students when required to intervene in student safety issues. While performing the duties of this job, the employee is frequently required to sit, talk, lift, walk, stand, and hear.
Demonstrates accurate knowledge of evidence‑based teaching practices (reinforcement, prompting, visual schedules, antecedent‑based intervention, etc.). Demonstrates accurate knowledge of the learning and behavioral characteristics of the disabilities of the students with whom they work. Demonstrates understanding of functions of behavior and is knowledgeable of interventions matched to each. Experience with a variety of evidence‑based instructional practices as well as data collection and its utilization. Knowledge of special education laws, policies and practices. Proficient with Microsoft and/or Google Suite and other related educational software.
Must hold a Virginia teaching license with an endorsement in special education and have a minimum of three years successful teaching experience. Prior experience as a department chair or other leadership role is preferred. Master's degree in special education preferred.
Additional Information This posting is for the 2025‑26 school year; however, candidates who are available for the remainder of the 2024‑25 school year are encouraged to apply. The minimum salary for this 239‑day position is $63,921 with a bachelor's degree or $66,989 with a master's. This position receives a department chair stipend of $2,021. This salary is based on the 2024‑25 budget and is subject to change based on the approval of the 2025‑26 budget. The annual salary will be prorated based upon the work begin date. This position qualifies for a $3,300 Opportunity School stipend.
