Position Overview The Operations Manager will oversee day-to-day operations of Orion Construction’s structural concrete projects, ensuring excellence in safety, quality, schedule, and cost performance. This position plays a critical leadership role in planning, coordinating, and executing multiple NAVFAC and commercial projects across Guam, driving operational efficiency, resource utilization, and compliance with corporate and contractual standards.

The ideal candidate is a strategic, technically proficient, and results-driven leader with strong experience in heavy civil or structural concrete construction and a proven ability to manage diverse teams in a dynamic environment.

Key Responsibilities Project Operations & Execution

Oversee planning, coordination, and execution of all active projects to ensure timely and on-budget delivery.

Support and mentor Project Managers, Engineers, and Site Superintendents in project execution and problem-solving.

Lead project review meetings to track progress, identify risks, and implement mitigation strategies.

Ensure all construction activities adhere to NAVFAC, OSHA, and corporate safety standards.

Implement and monitor QA/QC programs to uphold Orion’s reputation for excellence in structural concrete work.

Resource & Workforce Management

Develop and manage manpower plans, including local and H-2B workforce allocation across projects.

Coordinate with procurement, equipment, and logistics teams to optimize resource utilization.

Forecast and manage material, equipment, and subcontractor needs to minimize downtime and maximize productivity.

Monitor project budgets, cost reports, and cash flow forecasts.

Support accurate and timely preparation of monthly pay applications and project financial reports.

Assist in bid reviews, cost estimating, and contract negotiations as needed.

Enforce company policies, procedures, and performance standards across all operations.

Strategic & Organizational Leadership

Collaborate closely with the Director of Operations and corporate leadership on strategic planning and process improvement.

Drive implementation of best practices in scheduling, quality management, and field operations.

Contribute to business development and preconstruction efforts through technical input and operational insights.

Serve as a key liaison between field operations, project management, and corporate teams.

Qualifications Education

Bachelor’s degree in Structural Engineering, Civil Engineering, or Construction Management. Experience in lieu of a degree will be considered.

Master’s degree or PMP certification (preferred).

Experience

10+ years of progressive experience in construction operations, project management, or field leadership roles.

Minimum 5 years in a senior operational or management capacity with a general contractor specializing in structural concrete or heavy civil work.

Demonstrated experience managing NAVFAC, USACE, or other federal construction projects preferred.

Proven success in leading multidisciplinary teams and managing concurrent projects in a fast-paced environment.

Strong technical understanding of reinforced concrete structures, formwork systems, rebar installation, and QA/QC standards.

Proficiency in project scheduling software (Primavera P6, MS Project) and construction management tools.

Excellent communication, leadership, and organizational skills.

Ability to navigate complex contractual, logistical, and manpower challenges with sound judgment and strategic foresight.

Base salary - $120,000 - $140,000 annually
