Seasonal Public Works Technician I – Solid Waste
The Town of Holly Springs is seeking a temporary Seasonal Public Work Technician I – Solid Waste to assist with the upcoming leaf season. This position is responsible for collecting and removing yard waste and debris from residential and public streets and outdoor areas.
Days and Hours – M-Fri 6:30am – 3:00pm. Seasonal position with 1000 hours maximum. Hourly rate $20/hour.
SUPERVISORY RELATIONSHIP
Reports to the Public Works Supervisor. Works under general supervision. Incumbent has no supervisory responsibilities.
ESSENTIAL FUNCTIONS
- Drive and operate a refuse collection vehicle with automated trucks to collect residential refuse, recycling, and yard waste.
- Collect yard waste debris from public streets.
- Complete assigned and scheduled routes safely, on time, and without assistance.
- Drive to a designated disposal site, unload, and return directly to route.
- Safely operate assigned equipment and ensure proper traffic control and safety procedures during collection activities.
- Clear storm drains and maintain stormwater conveyance infrastructure.
- Apply rock salt/salt brine and perform snow and ice removal from town streets and sidewalks; snow plowing.
- Perform operator’s preventive checks and minor preventive maintenance on vehicles and equipment.
- Operate hand‑held electronic devices for routing and pre‑post trip procedures.
- Report maintenance and/or repair needs that require mechanic assistance.
- Complete work orders, daily activity reports, inspection reports, and time sheets; maintain maintenance and service records/logs.
- Respond to customer complaints and/or concerns; advise supervisor of unresolved issues.
- Respond as essential field personnel in emergency and inclement weather situations.
- Assist with set‑up and clean‑up for town‑sponsored festivals, parades, and events.
- Provide backup support and assistance to the department as needed.
- Report to work for after‑hour needs, as assigned.
- Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of safe and proper solid waste handling practices.
- Knowledge of items banned from disposal in landfills.
- Knowledge of what constitutes hazardous waste and yard waste.
- Knowledge of traffic safety principles.
- Working knowledge of occupational hazards and safety precautions of the work.
- Working knowledge of environmental and regulatory requirements related to the work.
- Working knowledge of traffic laws, ordinances, and regulations concerning use of tools and motorized equipment.
- Knowledge of legal load limits for assigned equipment and vehicles.
- Ability to operate assigned machinery and equipment skillfully and safely near vehicular traffic.
- Knowledge of the operation, care, and repair of maintenance equipment and tools.
- Working knowledge of occupational hazards (OSHA) and safe work practices including Safety Data Sheets.
- Knowledge of Personal Protective Equipment (PPE).
- Ability to understand and follow oral and written instructions.
- Skill in organizational and time management to prioritize duties and accomplish a high volume of work while adapting to constant changes in priority.
- Ability to understand and effectively carry out local policies and procedures; written instructions, general correspondence, and federal, state, and local regulations.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to prepare and maintain accurate and concise records and reports consistent with the position.
- Ability to communicate, concisely, and effectively in English with staff, administration, and the public in both written and verbal form.

PHYSICAL AND WORK ENVIRONMENT
- This work requires the occasional exertion of up to 75 pounds of force and includes strenuous manual labor such as digging, shoveling, sweeping, raking, hauling, crawling, bending, lifting, pushing, pulling, twisting, and climbing.
- Work may involve walking or standing to a significant degree on rough terrain; may involve sitting for long periods with pushing and pulling of arm and/or leg controls.
- May be performed above or below ground, including confined spaces.
- Standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas using the spoken word.
- Hearing is required to perceive information at normal spoken word levels.
- May be subject to hazardous chemicals/pesticides.
- Work is performed under all weather conditions and includes exposure to inclement weather.
MINIMUM REQUIRED QUALIFICATIONS
- High school diploma or equivalent.
- Previous experience in public works, construction, or solid waste preferred.
- Level II: Must have a valid Class B CDL Driver’s license minimum.
This position is not eligible for benefits.
