FOREMAN OF HOISTING ENGINEERS

Job Number: 408944 | Department of Water Management | Bureau of Operations and Distribution | Number of Positions: 2 (additional vacancies possible pending budget approval) | Starting Salary: $68.80/hour. These positions are open to the public and all current City employees covered under the City's collective bargaining agreement with the INTERNATIONAL UNION OF OPERATING ENGINEERS (HEAVY EQUIPMENT) LOCAL NO. 150, Bargaining Unit 42. Only employees in City job titles in this bargaining unit are eligible to bid. Responsibilities

Makes work assignments, prioritizes jobs, and monitors the work of Hoisting Engineers engaged in operating heavy construction and off‑road equipment at a work site. Monitors work operations at sites, observing activities of Hoisting Engineers such as digging trenches, backfilling, asphalt street paving and tamping, and loading, lifting, and setting pipe, to ensure proper and safe operation of equipment. Works with management in planning, selecting, and scheduling equipment and Hoisting Engineers for various projects to ensure operational efficiency. Maintains records to track the location and use of heavy construction equipment and informs supervisors of operational problems affecting project timelines. Ensures Hoisting Engineers perform routine maintenance, including checking oil and lubricating moving parts at scheduled intervals; schedules equipment for repairs and maintenance at a service garage. Supervises Hoisting Engineers assigned to operate mobile cranes, requiring a Crane Operator’s license, to lift materials and other heavy objects at a work site. Implements safety procedures and practices to minimize employee accidents and promotes a safe work environment; prepares accident and injury reports. Approves time‑off requests, conducts performance evaluations, and initiates and enforces disciplinary actions. Prepares productivity and work activity reports. Additional duties may be required. Qualifications

Successful completion of a United States Department of Labor registered Operating Engineer apprenticeship program and journeyman status, plus two (2) years of journey‑level work experience as an Operating/Hoisting Engineer. OR, if the above criteria are not met, the following options are available:

Successful completion of an industry or company‑sponsored apprenticeship program as an Operating/Hoisting Engineer, plus four (4) years of journey‑level experience. Eight (8) years of journey‑level experience as an Operating/Hoisting Engineer.

PLUS:

A commercial driver’s license (CDL), Class A or B, as issued by the State of Illinois. Positions supervising staff operating mobile cranes must possess a Crane Operator’s license issued by the City of Chicago.

DOT regulations apply; applicants who receive a contingent offer must pass a pre‑employment drug test that includes cannabis/marijuana. Working Conditions

Exposure to outdoor weather conditions. Exposure to loud noise, fumes or dust, oily or wet environment. Exposure to hazardous conditions (e.g., heavy machinery, construction sites). Equipment

Personal protective equipment (e.g., hard hat, shoes, glasses, ear plugs, gloves, vest, pads). Physical Requirements

Some lifting (up to 35 pounds) is required. Physical ability to operate various heavy equipment and machinery. Physical ability to access cabs of heavy construction equipment. Selection Requirements

This position requires applicants to successfully pass a written test/skills assessment and complete an interview. Test results will be sent out after analysis. Candidates with a passing score and qualifications best suited to the responsibilities will be selected. Bidders will be hired in seniority order based on the CBA. Application Evaluation
