$95,167 to $123,717 Responsibilities

Assistant to the Fire Chief with direct responsibility for controlling, coordinating, and supervising the Administration, Community Risk Reduction, and Safety & Support divisions. Manage accreditation processes as the designated Accreditation Officer; develop and maintain documentation, coordinate with senior staff, and lead evaluation activities. Develop and maintain departmental policies, procedures, SOPs, SOCs, strategic/master planning, community risk analysis, and self-assessment manuals in collaboration with the Fire Chief and senior staff. Oversee compliance programs, long-range planning, performance measurements, quality assurance, and overall departmental programs. Administer budget oversight for all divisions within administrative services; prepare budget requests and assist in presenting to the governing body. Manage response data to produce annual reports and performance matrices; analyze data and prepare technical reports. Advise on human resources needs, recruitment and retention goals, professional development, job descriptions, and promotional and entrance examination processes with the Fire Chief and HR. Coordinate purchasing, RFPs, professional service agreements, and contracts; assist with grant management and funding as assigned. Coordinate with the City Clerk for public records requests and with City Attorney for legal matters; develop and deliver staff reports to the governing body. Oversee inspection and evaluation of apparatus, equipment, platforms, and facilities; develop specifications and recommendations for equipment and facilities. Evaluate subordinate performance, provide coaching and professional development, and maintain ongoing education aligned with industry standards. Secondary duties

Respond to emergencies as needed; assume command when appropriate and direct fire suppression, hazmat control, rescue, and property conservation per incident command procedures. Provide input to pre-emergency, emergency, and non-emergency operations to ensure personnel safety. Support and coordinate with other chief officers to ensure continuity and effective communication. Oversee major projects for the Fire Chief; perform standard firefighter tasks as required (see below for detailed items). Perform duties including SCBA care, exposure to hazards, ladder operations, PPE use, search and rescue, hose line advancement, and other physical tasks as described in the role. Knowledge, Skills, and Abilities

Comprehensive knowledge of practices, regulations, methods, and equipment used in command, fire suppression, and EMS per NFPA and other standards. Strong understanding of fire department administration, human resources management, accreditation standards, and community risk analysis. Budgeting, financial reporting, grant management, and public records management knowledge. Leadership, communication, relationship-building, data analysis, budgeting, and strategic planning abilities. Ability to lead, coach, train, delegate, and manage multiple changing responsibilities; make rapid, sound decisions in emergency contexts; maintain confidentiality. Proficiency in information handling, teamwork, and offering innovative problem-solving solutions. Qualifications

Recommended Minimum Qualifications (Education and Experience): Fire Officer III Fire Instructor II Fire Inspector II Hazardous Materials Technician Incident Safety Officer NIMS 100, 200, 300, 400, 700, 800 Degree in fire administration/science or related field (business, finance, emergency management, leadership) Ten years in Fire/EMS with at least five years in operational management Any combination of equivalent education and experience Desirable Knowledge, Skills, And Abilities: Executive Fire Officer (EFO) credentialing or CPSE credentials (CFO, CTO, etc.) Professional Development for Company Officer (PDCO) or equivalent Any additional relevant education and experience Special Requirements

Valid state-issued driver’s license No disqualifying criminal history within the past 10 years Ability to meet insurability requirements of the City of Cheyenne Meet departmental occupational safety and health standards Physical Requirements
