Organizational Location: Office of Human Resources Management (HRM), Retirement and Benefits Branch, located in one of the following locations: Bloomington, MN; Washington, DC; Indianapolis, IN. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above. Duties

This position is located within the Retirement and Benefits Branch (RABAS), National Programs Division (NPD), Office of Human Resources Management (HRM), U.S. Customs and Border Protection (CBP), U.S. Department of Homeland Security (DHS). Joining CBP will allow you to utilize your expertise in human resources for the administration of the Federal employee benefits and retirement programs. This position starts at a salary of $49,960.00 (GS-7, Step 1) to $79,443.00 (GS-9, Step 10) with promotion potential to $115,213 (GS-12 Step 10). Typical work assignments include: Assisting in the review of benefits and retirement documents. Reviewing and certifying beneficiary forms and Federal Employee Health Benefit (FEHB) and Federal Employees’ Group Life Insurance (FEGLI) enrollment forms. Interpreting and explaining the relationship of the Federal retirement and insurance programs to employees and other retirement and insurance programs (Social Security, military provisions). Working with higher grade specialists in developing answers to general benefits questions. Assisting in counseling employees about their federal benefits using a wide range of Human Resource rules and regulations and Office of Personnel Management (OPM) policies. Providing Law Enforcement Officers (LEO) and Customs and Border Protection Officer (CBPO) certifications for former CBP employees. Requirements

Qualifications Specialized Experience: GS-07: You qualify if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: assisting in reviewing benefits and retirement documents; counseling employees about their federal benefits using a wide range of HR rules and regulations; providing guidance to human resources staff regarding retirement and benefits processing and procedures. GS-09: You qualify if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: applying Human Resources methods and principles to help resolve moderately complex problems; interpreting initial benefits and/or entitlements for FEHB and FEGLI to employees and supervisors; assisting with development and training for management and employees. Education Substitution: GS-07: Successful completion of one full year of graduate education from an accredited college or university may substitute for the experience required at this level (or Superior Academic Achievement, SAA). For SAA, you must meet degree requirements and have a GPA or class standing as specified. GS-09: Master’s or equivalent degree, or two years of progressively higher level graduate education leading to such a degree, may substitute for experience. If combining education and experience, convert each to a percentage and add; the total must equal at least 100%. Refer to the announcement for details on how to calculate percentages and hours. Experience includes paid and unpaid experience, including volunteer work through National Service programs. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable, subject to verification at any stage of the process; and meet Time in Grade requirements by specified dates. Background Investigation: CBP requires a thorough background investigation. Residency: There is a residency requirement for all applicants not currently employed by CBP. Applicants must have resided in the United States or its protectorates for at least three of the last five years. An exception may be requested under certain conditions. Probationary Period: All new federal employees must serve a one-year probationary period during the first year of the appointment.
