The Vice Chancellor for Finance and Operations (VC F&O) oversees financial planning, budgeting, treasury and risk management, accounting, facilities planning and construction, purchasing, auxiliary enterprises, campus utilities, transportation and parking, real estate, licensing, the N.C. Policy Collaboratory, and the Service Center of Excellence. The VC F&O works with internal and external constituencies to improve the University’s financial and business operations and serves as the principal finance and business officer of the University.

Position Summary

The Executive Director of SCOPE is a strategic leadership role reporting to the AVC of Organizational Strategy and Performance within Finance and Operations. This role advances the University’s ServiceFirst philosophy by coordinating data-driven planning, performance measurement, and institutional effectiveness strategies across Finance and Operations. The Executive Director leads a team that integrates assessment, planning, and performance data into a unified SCOPE framework to inform decision-making, drive operational improvement, and demonstrate accountability to campus leadership and stakeholders. The role ensures closed-loop analytics by gathering valid data, aligning it with institutional outcomes and goals, and coordinating continuous improvement plans. The Executive Director will also lead a comprehensive service feedback strategy to evaluate responsiveness, collaboration, transparency, and accountability across administrative services.

Minimum Education And Experience Requirements Relevant post-Baccalaureate degree required (or foreign degree equivalent) with three years or greater of related professional experience; for candidates with comparable professional backgrounds, a relevant Bachelor’s degree (or foreign degree equivalent) and five years or greater of relevant experience may be substituted.

Required Qualifications, Competencies, And Experience Relevant post-Baccalaureate degree required (or foreign degree equivalent); may substitute with a bachelor’s degree and 3+ years of relevant experience. Five years of experience in evaluation, planning, or assessment-related roles using data for decision-making and continuous improvement.
