The City of Johnson City, Tennessee is accepting online applications for a Tax Specialist in the Finance Department. Position performs intermediate level professional work related to the review, analysis and collection of City tax revenues. Does related work as required. The work of this class involves complex and comprehensive technical work involving the review, analysis and collection of City tax revenues (property, sales, business, hotel occupancy tax, etc.). The work in this class requires contact with employees, businesses, taxpayers, County and State officials and legal professionals to assist in interpreting and carrying out fair and equitable enforcement of city policies and ordinances and state laws.
Essential Functions of Position
develops and analyzes appropriate statistical reports, graphs and charts for Finance Director and management;
advises individuals, business concerns and other organizations as to the city property tax system;
analyzes reports and data to verify accuracy;
processes certificates of error issued by County and maintains filing system;
counsels tax relief applicants and administers all aspects of State's tax relief system;
coordinates distribution of delinquent tax notices;
reviews monthly clerk and master payment and prepares for receipting;
monitors delinquent property taxes and coordinates annual delinquent tax sale with tax attorney and clerk & master;
maintains tax increment financing district parcels in property tax system, tracks district collections and calculates tax increment financing payment due to the redevelopment authority;
analyzes local sales tax collections and business tax collections;
tracks monthly collection of hotel occupancy tax and prepares monthly report of collections;
reviews, evaluates and compares other tax and fee collection rates;
audits situs reports for local sales tax, income tax and business tax and files corrections with state;
reconciles related general ledger accounts, as required; and
performs related tasks as required.
Required Knowledge, Skills and Abilities Knowledge of property tax process and cycle (i.e., assessments, calculations, collection cycle, delinquent taxes, penalties and interest, etc.), sufficient to enable comprehensive analysis and resolution of difficult and complex issues. Knowledge of general accounting procedures and state and local tax and licensing laws. Strong organizational skills, attention to detail and ability to meet deadlines. Excellent interpersonal skills. Ability to research and properly apply local and state laws and ordinances. Ability to make somewhat complex mathematical calculations. Ability to communicate effectively orally and in writing. Good knowledge of business English, spelling, grammar, punctuation and business communications. Strong working knowledge of Microsoft Excel and Word.
Acceptable Experience and Training Associate degree in business administration, accounting or related field; a four year degree is preferable; supplemented by considerable experience in a closely related business activity. Pre-employment physical and background check required.
