Overview

We are seeking an experienced and detail-oriented Quality Assurance (QA) Manager to oversee the execution and compliance of quality programs for U.S. Navy boat repair and maintenance contracts in accordance with PEARL HARBOR NAVAL SHIPYARD (PHNSY) HAWAII REGIONAL MAINTENANCE CENTER (HRMC) Quality Assurance standards, NAVSEA Standard Items, and ISO 9001. The QA Manager will ensure all production, testing, inspections, documentation, and corrective actions are executed with full compliance and traceability, delivering work that consistently meets or exceeds government requirements. Responsibilities

Develop, implement, and maintain the company’s Quality Management System (QMS) to meet PHNSY HRMC QA requirements. Act as the primary point of contact for all QA-related matters with PHNSY HRMC, NAVSEA, DCMA, and other government oversight entities. Review and interpret contract specifications, technical documents, drawings, and PHNSY HRMC QA requirements to develop inspection plans. Oversee and manage all inspections (in-process, final, objective quality evidence (OQE) generation, and Government hold points). Conduct internal audits and surveillance to verify compliance with QA procedures and Standard Items. Develop and maintain QA documentation, including Test and Inspection Reports, Non-Conformance Reports (NCRs), Corrective Action Reports (CARs), and QA Surveillance Logs. Train and supervise QA inspectors and ensure QA personnel certifications are current and compliant. Lead root cause analysis and implement corrective/preventive actions. Coordinate QA efforts with Production, Engineering, Safety, and Contracts departments. Maintain detailed and compliant QA records for government inspection and contract deliverables. Qualifications

Minimum 5 years of experience in Quality Assurance within the defense/maritime sector; at least 2 years directly supporting U.S. Navy contracts. Thorough understanding of PHNSY HRMC/NAVSEA QA standards, Standard Items (including 009-04, 009-20, 009-01), and SOW compliance. Experience managing QA in a shipyard, boatyard, or marine industrial setting. Strong knowledge of ISO 9001:2015 principles and MIL-SPEC/NAVSEA inspection practices. Proficiency in reading engineering drawings, specifications, and QA documentation requirements. Effective leadership, communication, and documentation skills. U.S. citizenship required due to government contract requirements. Preferred

ASQ Certified Quality Auditor (CQA) or Certified Quality Manager (CQM) Prior military or shipyard QA background (especially with PHNSY HRMC or similar commands) Experience with Joint Fleet Maintenance Manual (JFMM), Tag-Out/User Lockout systems, and Controlled Work Packages (CWPs) All applicants must provide a resume, pass a drug screening test, pass a pre-hire background check, be eligible for a Defense Biometric Identification System (DBIDS) credential, and be eligible for a Government Security Clearance.
