Avsar Construction is seeking a Site Assessment Project Manager to oversee environmental site assessments and remediation efforts for public and educational facility projects. The role requires expertise in environmental investigations, regulatory compliance, and remediation strategies, ensuring all projects align with local, state, and federal environmental regulations. The ideal candidate will have a strong background in environmental site management, contract oversight, and budget control. Key Responsibilities: Review and coordinate environmental site assessment work conducted by Master Services Agreement (MSA) contractors, including: Phase I Environmental Site Assessments, Soil Disposition Evaluations (Compliance with Specification 01 4524), Soil Evaluations (applicability of SCAQMD Rule 1466), Health & Safety Risk Assessments, Preliminary Environmental Assessments, Remedial Investigations / Feasibility Studies, Public Participation Plans, Removal Action Workplans / Remedial Action Plans, Polychlorinated Biphenyl (PCB) Surveys and Mitigation Assist in contract development and oversight of environmental remediation contractors. Establish and manage project budgets, contracts, and schedules related to environmental investigations and remediation. Provide technical guidance to the Office of Environmental Health & Safety (OEHS) in contractor oversight, budget control, and schedule management. Coordinate environmental review processes with Facilities Services Division (FSD) requirements, including: Project scheduling, Budgeting, School design and construction compliance, Emergency response planning, Waste disposal and demolition strategies Ensure compliance with DTSC, RWQCB, and SCAQMD regulations throughout project execution. Perform additional duties as assigned to support environmental safety and compliance. Minimum Qualifications: Required Experience: 7+ years of full-time experience

managing environmental investigations and remediation efforts under the

Department of Toxic Substances Control (DTSC)

or similar regulatory agencies. Extensive knowledge of site investigation and remediation strategies, federal, state, and local environmental regulations, and regulatory compliance protocols (DTSC, RWQCB, SCAQMD, etc.) Required Education: Bachelor’s degree from an accredited college or university, preferably in Geology, Engineering, or a related field is required. Preferred Education: California Professional Registration (Certified Hydrogeologist, Professional Engineer, or Professional Geologist) is preferred. Other Skills & Competencies: Strong ability to manage multiple environmental projects while ensuring compliance with strict regulatory standards. Experience in contract negotiation, budgeting, and schedule management for environmental remediation efforts. Proficiency in environmental regulations, risk assessment methodologies, and project documentation. Excellent communication skills for coordinating with stakeholders, regulatory agencies, and contractors. Proficiency in Microsoft Office Suite (Word, Excel, etc.) and industry-related software.
