Serves as the Supervisory IT Program Manager, DAAS, within the Program Executive Office (PEO) in the Defense Logistics Agency (DLA), Information Operations. Provide expert-level acquisition leadership, strategic guidance, and comprehensive management support to the J62K Portfolio Manager and the DLA Program Executive Officer (PEO). Ensure the seamless and effective execution of complex IT acquisition programs and initiatives, providing critical insights and recommendations to optimize program performance and achieve strategic objectives. Collaborate with Portfolio and program managers, contracting officers, and diverse stakeholders to deliver timely, cost-effective, and high-quality IT logistics solutions supporting the Warfighter and the PEO’s mission. Identify and resolve acquisition-related challenges and risks to ensure successful program outcomes. Champion and promote the adoption of leading-edge acquisition processes and innovative practices across development, delivery, operation, and sustainment of IT capabilities, in alignment with DLA, DoW, and Whole of Government Enterprises. Drive efficiency, effectiveness, and continuous improvement by identifying and implementing best practices and emerging technologies. Provide visionary leadership to cross-functional teams, fostering a collaborative and high-performing work environment; motivate, inspire, and empower team members while effectively managing conflict and delivering software solutions at a rapid pace. Oversee all phases of the program lifecycle (planning, development, testing, deployment, sustainment) with alignment to cost, schedule, and performance goals. Develop and deliver high-impact briefings, reports, and presentations to senior leadership, stakeholders, and customers. Provide program management oversight for the acquisition of corporate IT systems, including major AIS, ensuring adherence to cost, schedule, and performance targets; responsible for the DAAS program execution. Develop and execute a comprehensive development test plan for assigned programs, from assembly-level tests through end-to-end evaluation, and drive interface/API improvements for better integration with customer systems. Oversee preparation of cost analyses to determine affordability of components within the logistics systems program in relation to long-term benefits. Requirements

Fair Labor Standards Act (FLSA): Exempt Selective Service: Males born after 12-31-59 must be registered or exempt Recruitment Incentives: Not Authorized Bargaining Unit Status: No This position may be used to fill various shifts within DLA Information Operations (J6) locations.
Qualifications To qualify for a Supervisory IT Program Manager GS-2210-15, your qualifications must include: Specialized Experience: One year at the GS-14 level or equivalent, providing knowledge, skills, and abilities to perform the duties of the position. Examples align with the Major Duties section of this vacancy announcement and may include: Provide expert-level acquisition leadership, strategic guidance, and management support to the J62K Portfolio Manager and the DLA Program Executive Officer (PEO), ensuring seamless execution of complex IT acquisition programs and initiatives. Provide visionary leadership and guidance to cross-functional teams, fostering a collaborative, high-performing environment; motivate, inspire, empower, and manage conflict to drive portfolio objectives while delivering software solutions rapidly. Provide program management oversight for IT systems acquisitions, including major AIS, ensuring cost, schedule, and performance targets; responsible for the DAAS program execution. Apply industry-standard frameworks (e.g., Agile, DevSecOps, ITIL) to deliver solutions on time and within budget. Ensure technical requirements are validated, documented, and executed in accordance with enterprise architecture and security standards. Experience may include paid and unpaid work, including volunteer service that builds relevant competencies. Volunteer experience may be credited toward qualifying experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional information This position requires a Program Management (A) / PM, Advanced acquisition certification. The incumbent has 48 months to achieve this certification unless a waiver is approved to extend the period.
