Major Duties

Serves as the Supervisory IT Program Manager, Defense Automatic Addressing System (DAAS), within the Program Executive Office (PEO) in the Defense Logistics Agency (DLA), Information Operations.

Provide expert-level acquisition leadership, strategic guidance, and comprehensive management support to the J62K Portfolio Manager and the DLA Program Executive Officer (PEO).

Ensure the seamless and effective execution of complex IT acquisition programs and initiatives. Provide critical insights and recommendations to optimize program performance and achieve strategic objectives.

Collaborate closely with the Portfolio and program managers, contracting officers, and diverse stakeholders to deliver timely, cost-effective, and high-quality IT logistics solutions directly supporting the Warfighter and the PEO’s mission.

Proactively identify and resolve acquisition-related challenges and risks to ensure successful program outcomes.

Champion and promote the adoption of leading-edge acquisition processes and innovative practices in the development, delivery, operation, and sustainment of information technology capabilities across DLA, DoD, and Whole of Government enterprises.

Drive efficiency, effectiveness, and continuous improvement by identifying and implementing best practices and emerging technologies.

Provide visionary leadership and guidance to cross‑functional teams, fostering a collaborative and high‑performing work environment. Employ strong interpersonal and communication skills to motivate, inspire, and empower team members while effectively managing conflict and driving team success.

Oversee all phases of the program lifecycle, including planning, development, testing, deployment, and sustainment, ensuring alignment with cost, schedule, and performance goals.

Develop and deliver high‑impact briefings, reports, and presentations to senior leadership, stakeholders, and customers, translating complex technical concepts into actionable insights.

Provide program management oversight for the acquisition of corporate information technology (IT) systems, including major Automated Information Systems (AIS).

Ensure adherence to cost, schedule, and performance targets and drive the successful execution of the DAAS program.

Develop and execute a comprehensive development test plan, encompassing end‑to‑end evaluation of integrated systems and proactive innovation of interfaces and APIs.

Prepare cost analyses to determine affordability of logistics system program components in relation to long‑term benefits.

Qualification Summary To qualify for a Supervisory IT Program Manager GS‑2210‑15, applicants must possess:

One year of specialized experience equivalent to the GS‑14 level, with experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position.

Expert‑level acquisition leadership and strategic guidance in complex IT acquisition programs.

Visionary leadership and guidance to cross‑functional teams, fostering a collaborative and high‑performing work environment.

Program management oversight for the acquisition of corporate IT systems, including major AIS, ensuring adherence to cost, schedule, and performance targets.

Application of industry‑standard frameworks (e.g., Agile, DevSecOps, ITIL) to deliver solutions on time and within budget.

Ensuring technical requirements are validated, documented, and executed in accordance with enterprise architecture and security standards.

Volunteering and unpaid experience are also considered if they demonstrate relevant KSAs.
