Overview
Senior Project Controls Specialist (Resource Planner) for a pioneering nuclear energy organization advancing small modular reactor (SMR) technology. This is a 40 hour/week contract (Staff Augmentation) expected to last through the end of 2026. Work will be based out of Houston, TX or Corvallis, OR with frequent travel to Houston (approximately 25%). Location: Houston, TX (remote/hybrid options as applicable). Citizenship: U.S. Citizenship is required. Eligibility: Must be eligible to work under DOE 10 CFR Part 810. Responsibilities
Develop and implement a comprehensive resource management program for a portfolio of projects. Provide project-level and corporate-level resource plans, forecasts, and periodic reporting. Support Project Managers and Project Directors during planning and execution phases with resource demand analysis. Translate future projects and change orders into forward-looking resource forecasts. Create tools and standards for visualizing resource needs by discipline, organization, and skill set. Lead reviews of supply vs. demand and coordinate issue resolution with functional managers. Provide training to project controls teams and execution leads on resource management tools and processes. Develop, update, and maintain Resource Management Plans for major projects. Ensure adherence to quality standards including 10 CFR 50 Appendix B, 10 CFR 21, and ASME NQA-1. Perform other duties as assigned. Minimum Qualifications
Bachelor’s degree in Construction Management, Engineering, Project Management, Accounting, or Business Administration. 8+ years of experience in portfolio resource management supporting large, complex projects. Strong organizational, analytical, and multi-tasking skills with proven ability to manage conflicting priorities. Proficiency in Primavera P6 (mandatory) and Oracle Fusion. Demonstrated experience with planning, scheduling, and resource management in large-scale industrial or energy projects. Strong technical writing, reporting, and interpersonal communication skills. Must be eligible to work under DOE 10 CFR Part 810. Preferred Qualifications
Experience in the nuclear or highly regulated energy industry. Familiarity with Last Planner® system or similar advanced planning methodologies. Experience creating executive-level reporting dashboards for resource planning. Why Join This Project
