Overview

The Capital Improvements Division of the Pinellas County Public Works Department is seeking a motivated and collaborative senior stormwater project manager with effective communication skills to plan, develop and manage stormwater Capital Improvement Program (CIP) projects. Join our APWA-accredited Public Works team in serving Pinellas County through the administration of CIP projects with a focus on stormwater management. The CIP is stably funded through a 1% sales tax (Penny for Pinellas) and affords an opportunity to develop a diverse portfolio of projects in the most densely populated county in Florida. The Senior Project Manager is responsible for the management of stormwater CIP projects and related studies within the Stormwater and Parks section of the Capital Improvements Division. The position handles projects from inception through bidding and provides ongoing support through construction. The role is independent, manages a high volume of work, and involves building internal project teams and managing consultant teams. Most CIP projects are designed and permitted by consultant teams managed by County staff; some smaller projects are designed and permitted in-house. The incumbent will manage comprehensive project management and meet approved schedules and budgets, typically delivering 6-10 projects concurrently. The duties include development and oversight of project budgets and schedules; contract administration; coordination with internal and external stakeholders; reviews of engineering plans and bid packages, technical memos and studies; and addressing design-related issues during construction. 14 S. Ft. Harrison Avenue, Clearwater, FL 33765. Work Schedule: Monday – Friday; 8:00 a.m. – 5:00 p.m. This position offers a hybrid schedule, up to two (2) days remote. What Would You Do?

Manage consultant CIP project teams from conception through bidding and for post design services during the construction phase as the project manager. Assure delivery of quality projects under Pinellas County's Channel Erosion, Flood Control, Stormwater Infrastructure and Surface Water Quality programs in accordance with approved schedules and budgets. Present to the public, reports to management and leadership, and coordinate with internal and external stakeholders. Ensure deadlines and milestones are met while following project management best practices. Develop project schedules and cost estimates. Develop and negotiate scopes of work and consultant fees. Develop Requests for Proposals (RFPs) and evaluate submittals. Facilitate land rights acquisitions with internal team members. Perform quality control reviews on project deliverables such as plans, specifications, quantities, and cost estimates. Maintain project files and document project meetings. Effectively establish and manage project teams, including internal and external stakeholders. Prepare and effectively manage project budgets and schedules. Participate on Project Production Teams as the stormwater subject matter expert. Coordinate with, and provide support to, internal (County) and external (municipal, state, etc.) stakeholders as required. Supervise technical staff and participate in the review of plans, cost estimates, specifications and contract development. Communicate effectively verbally and in writing, including providing technical assistance to others. Coordinate design activities with other County departments and local and state agencies. Experience:

Managing public works projects (design and construction), to include supervising project management functions. Degree:

Engineering, construction management, project management, public administration or other relevant discipline. 12+ years as described above. Associate’s degree and 10+ years’ experience as described above. Bachelor’s degree and 8+ years’ experience as described above. Master’s degree and 6+ years’ experience as described above. Doctoral degree and 4+ years’ experience as described above. An equivalent combination of education, training, and/or experience. Highly Desirable

Understanding of CIP planning and budgeting. Experience with bank stabilization, green stormwater infrastructure, and regional stormwater facilities. Experience working with stormwater design teams. Working knowledge of Pinellas County Stormwater Manual. Working knowledge of environmental permitting requirements. Benefits
