Overview
Lead the Future of Stormwater and Environmental Operations in Pinellas County. The Pinellas County Public Works Department is seeking a results-driven leader with a strong operational background and in-depth knowledge of stormwater systems. As a Stormwater Operations Director (Section Manager 3), you will oversee critical infrastructure operations, guide strategic planning, and help shape the County’s environmental resilience through collaboration and innovation.
What You’ll Do
Lead a team of 175, including five direct reports, across diverse functions including stormwater operations, mosquito control, vegetation management, landscape services, and urban forestry.
Direct the development and implementation of watershed planning, infrastructure asset management, and environmental compliance strategies.
Guide annual budget development and oversee execution and performance tracking.
Represent the Division on the Stormwater Technical Committee and other county-wide initiatives.
Promote a culture of accountability, staff development, and continuous improvement aligned with County goals.
What We’re Looking For
Experience:
8+ years of progressive leadership in public works, stormwater management, or related fields—including at least 1 year in a supervisory role.
Education:
A degree in engineering, environmental science, public administration, or a related field (Associate’s degree + 6 years, Bachelor’s + 4, Master’s + 2, or equivalent).
Leadership:
Proven ability to lead cross-functional teams, manage large budgets, and deliver complex programs.
Preferred Qualifications
Public sector management experience
Familiarity with NPDES, ISO 55000 asset management standards, and large-scale team leadership (50+ staff)
Budget oversight of $5M+
Certified Public Manager or similar leadership training
Engineering background or PE license in Florida
