Overview
Grants Administrator 1/2 Flex (PCN 085100) position located in Fairbanks or Anchorage. This is a flex employee role within the Division of Community and Regional Affairs (DCRA) focused on grant programs with non-profits, private agencies, and government entities across Alaska. The position interprets, explains, and applies grant-related laws, regulations, or policies to grantees to ensure compliance with state and federal requirements, and provides guidance on allowable costs, proper reimbursement documentation, and progress reporting. The Grants Administrator 1/2 will contribute to communities in Alaska by supporting and implementing grant programs, interpreting relevant requirements, and assisting recipients with compliance and reporting. Knowledge about Alaskan local government structure; understanding contemporary issues affecting Alaska's local governments; familiarity with statutes vs. regulations; administrative law procedures. Experience analyzing petitions or the equivalent to ensure they meet legal standards and procedures. Communication: ability to express information effectively to diverse audiences, with clear and convincing oral presentations, and written materials that are concise and appropriate for the audience. Strong written communication: correct grammar, punctuation, and spelling; ability to present facts and ideas succinctly and in an organized manner; ability to produce technical material for the intended audience. Experience drafting administrative regulations, quarterly ethics reports, and other documents related to the Local Boundary Commission. Note: Due to a recruitment hiring freeze, only positions necessary to protect health and safety and that meet essential state responsibilities will be filled. Minimum Qualifications
Minimum Qualifications for the Grants Administrator 1 position (Range 14) Any combination of education and/or experience that provides competencies in: Accounting: Knowledge of traditional accounting practices including accrual, obligations, and cost methods. Analysis and Assessment: Uses information technology to access, collect, analyze, maintain, and disseminate data and information. Attention to Detail: Thorough and detail-oriented. Interpersonal Skills: Treats others with courtesy, sensitivity, and respect; responds appropriately to diverse needs and feelings. Reasoning: Identifies rules, principles, or relationships; analyzes information and draws accurate conclusions. Equivalent To Those Typically Gained By : Any combination of preparatory post-secondary education and/or experience in accounting, grants administration, budget administration, procurement, professional services contracts, and/or administrative support. Special Note : Competencies are the combination of knowledge, skills, abilities, and behaviors that enable effective job performance. “Typically gained by” describes common paths to entry into the job. Minimum Qualifications for the Grants Administrator 1 position (Range 17) Successful completion of a formal training plan as a Grants Administrator 1 with the State of Alaska. OR Any combination of education and/or experience that provides competencies in: Accounting: Knowledge of traditional accounting practices including accrual, obligations, and cost methods. Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Grants Management: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and draws accurate conclusions. Technical Competence: Applies formal training or extensive on-the-job experience to perform and advise on technical issues. Equivalent To Those Typically Gained By: Any combination of preparatory post-secondary education and/or experience in accounting, grants administration, budget administration, procurement, professional services contracts and/or providing administrative support to a business or organization.
