We are recruiting an enthusiastic, caring, knowledgeable, and experienced individual to complete federal/state funding eligibility determinations for foster care cases and to serve as a liaison with the Child Support agency. What You'll Be Doing
The primary purpose of the position is to function as the Title IV-E and Child Support Specialist for the Child Welfare Services Division. In that capacity, this position is responsible for: Determining IV-E eligibility for each foster, subsidized adoption, and kinship care child interfacing with the Child Welfare Services system. Being knowledgeable about, applying, and complying with all federal and state IV-E policies and procedures. Serving as the single eligibility determiner, initially and at recertification, for each child. Functioning as a Child Support Specialist in addition to IV-E duties. Serving as liaison with MD Child Support Enforcement (CSEA) staff and handling the entire child support workload, including policy interpretation and implementation, reporting, CSEA database inquiries, and representation at Child Support hearings. Attending local child support hearings and state trainings/meetings for the Title IV-E Program (typically in Baltimore or other Maryland counties). Selected candidates will be subject to a pre-employment medical history review and criminal history records check through the Maryland State Department of Public Safety and Correctional Services. Applicants will also be checked through the Maryland Registry for Child Abuse and Neglect and federal/state sex offender registries. Any applicant failing the medical exam or background checks may be disqualified. Minimum Qualifications
Experience:
Two (2) years of professional experience determining state/federal IV-E eligibility for human services programs or child support establishment. Education:
Graduation from an accredited college or university with a Bachelor's Degree. License:
Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence. Equivalency:
An equivalent combination of education and experience may be substituted. Education for Experience:
Higher level degrees in Social Work, Human Services, Public Health, Business, or Public Administration may be substituted for experience. Experience for Education:
Additional experience in the required areas may be substituted for the bachelor’s degree. Preferred Criteria and Interview Preferences
The applications of individuals meeting the minimum qualifications will be reviewed for extent and relevance of training and experience in the following areas: Experience with determining state/federal reimbursement program eligibility (e.g., IV-E). Experience utilizing BEACON Systems (CJAMS), State Verification Exchange Systems (SVES), and Maryland Automated Benefits Systems (MABS). Experience with Child Support Enforcement requirements for children in foster care and/or related to receipt of public assistance. Experience with creating/utilizing spreadsheets (e.g., Excel) to report financial data. Preference for interview will be given to candidates with good verbal and written communication skills.
