Job Description

The Department of Environmental Quality is looking to fill a Nuclear Regulatory Planning Consultant (Environmental Engineer IV) position in the Division of Waste Management and Radiation Control. The role involves regulatory planning, collaboration with experts and stakeholders, and guiding licensing and rulemaking for nuclear facilities. Responsibilities

Proactively collaborate and coordinate with experts and stakeholders on regulation of the nuclear fuel cycle. Provide expertise to inform innovative solutions to regulatory obstacles while ensuring alignment with best practices and advancements in nuclear technology and safety. Lead preparation of proposed rules and statements of basis and purpose, manage rulemaking record, and respond to public comments. Navigate a wide range of regulatory hurdles, from environmental considerations to safety protocols, ensuring a clear and efficient path for licensing a nuclear facility. Actively solve problems in a professional, responsive, and fair manner that is supported by science and the law. Ideal Candidate / Qualifications

Advanced knowledge in nuclear regulation, regulatory interpretation, and rule writing. A clear understanding of existing nuclear regulatory frameworks, including environmental protection, approvals for nuclear power plants, and the risk informed, technology-inclusive regulatory framework for advanced reactors. Ability to initiate and implement conflict resolution to identify and address various regulatory factors that may slow licensing of nuclear facilities. Ability to analyze and apply complex regulatory frameworks for regulation of all components of the nuclear fuel cycle. Skilled at fostering streamlined processes that improve efficiency without compromising stringent safety and environmental requirements. Ability to proactively engage with and cultivate strong, mutually beneficial working relationships with the nuclear power sector, state and federal counterparts. Strong communication skills and ability to communicate complex regulatory information both orally and in writing to a broad range of audiences. Preferences

Bachelor’s degree or higher in engineering. Preferably, nuclear engineering, mechanical engineering, or chemical engineering. Degrees in law are also preferred. An advanced degree in health physics, physics, chemistry, or other related fields may also be considered. Work Location

This position may be eligible for a hybrid in-office/remote work schedule (2 days a week in office and mandatory in-office meetings) with remote workdays. Work must be performed in Utah. Office address: 195 North 1950 West, Salt Lake City, Utah. Remote eligibility is established by agency management and may change at any time. Under Administrative Rule R13-4, all work must be performed within the State of Utah. Employees should reside in Utah or be in the process of relocating within 30 days of start date.
