The Department of Commerce, Division of Public Utilities, is seeking a dedicated professional to fill its vacant Utility Analyst position. This position is eligible for remote work up to three days per week after a period of initial in‑office training (some remote work may be allowed during training).

Roles and Responsibilities

Act as an in‑house consultant on issues pertaining to the regulation of public utility service, working both collaboratively and independently on assigned projects.

Apply analysis and research using cost or financial accounting theory, auditing standards, economic theory and modeling, engineering standards, and regulatory practices.

Advising management on trends and issues relating to public utilities, including regulation practice and theory, public policy, and pricing of utility services.

Analyze public utility and industry data for determination of rates, terms, and conditions of utility services.

Audit financial records and books of a public utility to develop earnings and cost recovery recommendations.

Conduct independent and coordinated research for policy positions on a variety of regulatory or utility matters.

Review and analyze state and federal utility filings, operations reports, financial statements, and SEC reports.

Ensure compliance with laws and regulations.

Prepare presentations, including written and oral testimony.

Testify as an expert witness in hearings before the Public Service Commission or other forums.

Develop, prepare, and present economic or engineering cost, financial feasibility, and compliance studies or cost modeling.

Prepare utility property valuations, cost of service, and rate design studies.

Assist in reviewing testimony and case preparation (e.g., witnesses, pleadings, briefs, arguments).

Participate in settlement conferences or constituent discussions or meetings.

Minimum Qualifications

At least three years of knowledge and/or experience in one or more of the following disciplines: accounting, economics, engineering, finance, public policy, data science, law.

Strong analytical and problem‑solving skills, including the ability to evaluate technical data, identify areas requiring further information, and develop well‑supported conclusions.

Thorough knowledge of Microsoft Word and Excel.

Preferred Qualifications

Professional utility (telecom, electricity, water, gas, etc.) and/or utility regulation experience.
