Overview
Consultancy: Senior Sampling Consultant for Multiple Indicator Cluster Surveys (MICS) Support, DAPM, Data & Analytics Section – Data Collection Unit, UNICEF HQ (remote). Duration: 30 Nov 2025 – 29 Nov 2028. Home/Office Based: Remote. Background and Purpose
As part of the MICS programme, UNICEF strengthens its MICS support mechanisms to provide technical assistance on sampling design, data analysis (including sample weights), and reporting components of survey final reports. The MICS7 round is underway with multiple surveys in progress and pipelines for additional surveys. Scope of Work
UNICEF HQ needs to hire a high-level sampling consultant to advise on sampling issues, provide feedback on data analysis including calculation of sample weights, and review sampling-related components of final survey reports. Specific areas include: Advise and review MICS sample designs Calculation and review of MICS sample weights Calculation and review of MICS sampling errors Reviews of sampling-related chapters of MICS survey final reports Contribute to MICS7 Sampling Methodology appraisal webinar Contribute to MICS8 Sampling Tools Updates Terms of Reference / Key Deliverables
Work Assignment Overview / Deliverables and Outputs / Delivery deadlines: Task 1: Prepare the MICS7 Sample Selection Practices (2023-2025) review report — final deliverable ready for circulation within the global MICS team (HQ and ROs). Deadline: 31 Dec 2025. Task 2: Reviews of sample designs, calculation of weights, calculation of sampling errors, review of sampling-related chapters of final reports; submit final technical review report with feedback to countries during the first trimester of 2026 for 4 survey samples + related weights, errors, and chapters. Deadline: 30 Apr 2026. Task 3: Reviews and final technical report for 4 surveys (sampling plans, weights, errors) and related chapters; one Global MICS Consultation meeting (location TBC). Deadline: 31 Aug 2026. Task 4–Task 11: Continued reviews, calculations, and final technical reviews for subsequent trimesters, including additional global consultations and delivery of relevant documentation. Deadlines: as specified (up to 31 Dec 2028). Task 12: MICS8 Sampling Tools Updates — submit documents for public sharing. Deadline: 29 Nov 2028. Travel
Expected travel includes Global MICS Consultation Meetings and country visits in 2026, 2027, and 2028 (locations TBC). Qualifications
Education:
Advanced University degree in Survey Sampling or Statistics with specialization in survey sampling. Knowledge/Skills: At least a master’s degree or equivalent in Survey Sampling or Statistics with specialization in survey sampling. Minimum 15 years’ senior-level experience in designing samples for household surveys. Expertise with MICS and/or DHS sampling methodologies. Proficiency in PC/web applications (e.g., SPSS, MS Word, MS Excel, MS PowerPoint). Extensive experience working in developing countries on sampling. Languages:
English; fluency in Spanish, French, Arabic, or Russian preferred. Requirements
Completed profile in UNICEF’s e-Recruitment system. Upload copies of academic credentials. Financial proposal including: costs per deliverable and total lump-sum in USD; travel costs and daily subsistence allowance if applicable; other estimated costs (visa, health insurance, etc.); indicate availability.
