The Manager Support Programme (MSP) is UNICEF’s key initiative to strengthen people management, inclusive leadership, and supportive supervisory practice across the organization. Launched in 2024, it provides all UNICEF supervisors with access to structured learning, coaching, peer exchange, and practical resources to foster values‑based and purpose‑driven leadership. As the first cycle of the MSP concludes at the end of 2025, UNICEF requires credible and independent evidence on the programme’s relevance, effectiveness, and contribution to organisational culture. Scope of Work
Facilitate methodological design and refinement during inception. Oversee data collection and analysis, ensuring quality and consistency. Coordinate team inputs, manage timelines and deliverables. Contribute to participatory approaches, including sensemaking and co‑creation workshops. Draft and finalize key deliverables: inception summary, evaluation report, presentations, communication products. Ensure compliance with UNEG and UNICEF quality and ethical standards. Deliverables and Timeline
Phase 1 – Inception (31 Dec 2025): Lead methodological design, refine evaluation scope and questions, coordinate team inputs, oversee development of data collection tools. Inception summary – 31 Dec 2025. Phase 2 – Data collection & analysis (28 Feb 2026): Oversee and support data collection (interviews, focus groups, surveys, case studies), coordinate analysis and synthesis of findings. Completion of all planned data collection activities – 28 Feb 2026. Phase 3 – Sensemaking and reporting: Lead drafting of evaluation report, facilitate sensemaking workshop. Phase 4 – Finalization and communication (30 Apr 2026): Lead final revisions of report, integrate feedback, facilitate co‑creation workshop, finalize report and communication products: draft evaluation report, workshop presentation materials and summaries, final evaluation report, comment matrix, evaluation brief, visual summary, presentation deck, final documentation package. Qualifications
Advanced university degree (master’s) in evaluation, social sciences, organisational studies, or related field. Minimum 10 years of experience leading complex evaluations in international organisations. Expertise in mixed‑methods and theory‑based approaches (e.g., contribution analysis), integrating gender‑equality, equity and inclusion considerations. Strong facilitation skills for participatory evaluation (sensemaking, co‑creation). Familiarity with the United Nations Evaluation Group (UNEG) norms and standards for evaluation. Familiarity with UNICEF or other multilateral organisations. Excellent writing, synthesis, and communication skills. Fluency in English; knowledge of other UN languages an asset. Requirements

Financial proposal: costs per deliverable and total lump‑sum in US$ for the assignment; include travel costs, daily subsistence allowance if internationally recruited or travel required per TOR; estimate visa, health insurance, living costs as applicable; indicate availability. Consultants responsible for determining tax liabilities and payment of any taxes and duties in accordance with local or other applicable laws.
