Overview

Non-Medical Clinical Counselor at Navy Region Southeast Fleet and Family Readiness (FFR) within Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department. The primary purpose is to provide non-medical clinical counseling to individuals, couples, families, and groups on family dynamics, parent-child interaction, couples' communication, adjustment to personal and family issues, adjustment to military life, and psycho-educational training programs.

Responsibilities Non-medical Clinical Counseling (NMC) – 40%

Receive and assess referrals for individuals, couples, families, and groups experiencing situational stressors (deployment, grief, relocation, separation, relationship issues, parenting, family hardships, and other military life challenges).

Assess needs, triage clients at risk of self-harm or harm to others, refer as appropriate, and refer outside scope of care when needed.

Initiate, develop, and facilitate group treatment programs; assist individuals and families with coping, family dynamics, parenting, crisis response, and related stressors.

Conduct on-site/regional quarterly quality assurance reviews per DON policy and document services in FFSP management system.

Assist the Navy Clinical Supervisor with developing NMC case management protocols and letters to commands or departments as required.

Installation Family Advocacy Program (FAP) – 40%

Serve as installation FAP clinical SME, consulting leadership and medical professionals on clinical needs assessment and intervention strategies.

Provide initial and ongoing case management; triage clients; educate on mandated reporting for child and domestic abuse.

Offer non-medical treatment/intervention for families on matters of maltreatment; coordinate with other providers for coordination of care.

Develop and facilitate evidence-based group programs addressing family violence; manage cases with FAP Supervisor when needed.

Problematic Sexual Behavior in Children and Youth (PSB-CY) – 10%

Receive PSB-CY reports; coordinate clinical services with FAP providers and community providers; provide psychoeducational support and assessments as recommended.

Coordinate safety planning with healthcare providers for affected children and families.

Community Liaison duties – 10%

Liaise with local, state, federal, non-governmental, and military agencies to enhance FAP prevention and response; represent Navy in community meetings and coordinate services.

Educate agencies on Navy FAP, risk assessment, treatment processes; maintain complete records per guidelines.

Performs other duties as assigned.

Requirements

Must meet Federal Employment suitability requirements and successfully pass background investigation; fingerprinting conducted per policy.

Must pass E-Verify; resolve discrepancies as a condition of employment.

Must undergo Personal Identity Verification (PIV) with two forms of ID per Form I-9.

May be required to pass pre-employment examinations.

Must provide proof of U.S. Citizenship or U.S. National.

Valid State driver's license and direct deposit of salary required.

Meet Tier II clinical provider qualifications per SECNAVINST 1754.8 and maintain eligibility for Secret security clearance.

Regular contact with individuals under 18 and periodic re-verification of records.

Temporary Duty travel up to ~20% and flexible hours including after-hours and weekend coverage may be required.

Routine on-site government facility access; telework possible on an off-site basis for situational needs.

Selective Service Registration required for males born after 12/31/1959.

Education and Licensure Qualifying education for Tier II clinical providers (SECNAVINST 1754.8):

Master’s degree from a CACPE/CoA or other CACREP-accredited program; or Master’s in Social Work from CSWE-accredited program; or Doctoral degree in clinical/counseling psychology with APA internship.

Current licensure by a state/U.S. territory as an independent practitioner: Licensed Professional Counselor, Marriage and Family Therapist, Clinical Social Worker, Clinical Psychologist, or Counseling Psychologist. A current license must be uploaded with the application.
