Overview Systems Planning and Analysis, Inc. (SPA) delivers high‑impact, technical solutions to complex national security issues for government customers in the US and abroad. The Operations Research and C5ISR Analysis (ORCA) group is seeking a Space Operations Analyst to provide on‑site support in San Diego, CA to the Space Warfighting Analysis Center (SWAC) and Space Security & Defense Program (SSDP). The candidate will leverage simulation systems to support multi‑domain military operations and drive the analytical process using Model‑Based Systems Engineering (MBSE) principles.

Responsibilities

Provide financial management support for a branch, office, organization, or department.

Offer advice and technical assistance in the preparation of annual budgets.

Measure organizational performance and assess the effects of various programs and policies on the budget.

Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.

Employ cost‑benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.

Review past and current budgets and research economic and financial developments that affect the organization’s spending.

Develop guidelines and policies governing the formulation and maintenance of budgets.

Conduct training sessions for company or government agency personnel regarding new budget procedures.

Coordinate financial activities across various stakeholders and manage finances across multiple funding types.

Track budgets, costs, and variances; produce executive summaries; and conduct financial reporting and analyses on financial issues and customer requirements.

Develop and propose courses of action (COAs) and recommendations for financial issues.

Interpret and apply financial management principles, processes, techniques, policies, regulations, and organizational strategic goals.

Support Space Operations analysis by leveraging simulation systems, MBSE, and analytical tools to identify trends, analyze complex data, and solve real‑world challenges.

Qualifications

Master’s Degree.

Ten (10) years of professional experience in financial management, specifically with DoD or Navy cost estimating and analysis organizations.

Experience conducting short and long‑range cost estimating and analyses for PMW 120 programs and projects.

Experience drafting CARD, LCCE, and APB documentation.

Familiarity with DoD acquisition organizations spanning from ACAT I/II to ACAT II/IV and AAPs, projects, and Adaptive Acquisition Framework pathways.

DAWIA Level III in program management or equivalent (e.g., PMP).

Financial analysis experience with the Navy or comparable DoD acquisition agencies.

At least three (3) years of experience in direct support of a Navy or DoD acquisition agency producing various cost products.

Possess Top Secret/SCI clearance and the ability to maintain it throughout employment.

Excellent oral and written communication skills.

Compensation Salary Range: $160 K – $175 K (CA Pay Transparency).
