Overview

Auditor position at the Texas Commission on Environmental Quality (TCEQ). This role is part of the Chief Auditor's Division and supports the commissioners in establishing agency direction and policy, and in making final determinations on contested permitting and enforcement matters.

What you’ll be doing Direct division staff and functions; oversee personnel management (interviewing, hiring, development, performance management) and ensure compliance with employment laws and goals.

Oversee the performance of assurance and attestation engagements to ensure completion of Annual Audit Plans and compliance with applicable audit and attestation standards.

Develop and implement CAO/Audit Team goals and objectives.

Prepare reports and communicate results and recommendations. Coordinate the division’s records management activities and ensure agency records management policies are followed.

Qualifications Experience with audit standards promulgated by the Institute of Internal Auditors (Red Book) and the U.S. GAO’s Government Auditing Standards (Yellow Book); knowledge of contract and business law concepts; knowledge of computer technology principles and various automated systems.

Experience directing audit staff and audit functions, including interviewing, hiring, staff development, performance management, and conducting performance evaluations.

Experience overseeing and conducting quality control audits and advisory services and preparing the annual internal quality control program or peer review.

Experience overseeing and conducting fraud, waste, and abuse complaints and investigations.

Certified Fraud Examiner (CFE) and/or Certified Information Systems Auditor (CISA).

Education and Experience Requirements Graduation from an accredited four-year college or university, plus 10 years of full-time experience in accounting, auditing, or an analytical field that includes at least five (5) years managing public or internal auditing functions.

Or experience managing a business function/division with professional management experience overseeing planning, organizing, controlling, and directing work of an organization or formal subdivision, or team.

Or experience as a special assistant to a TCEQ director or deputy director developing management policies and directing/evaluating operations. Must be licensed as a Certified Public Accountant (CPA) or certified as a Certified Internal Auditor (CIA).

Employees may research or have access to critical infrastructure; ability to maintain security or integrity of such infrastructure is a requirement.

Work Schedule: Standard business hours, Monday–Friday, 8:00 a.m. – 5:00 p.m. Schedule determined by the TCEQ Chief Auditor’s Office.
