Overview
The City of Bastrop is seeking an experienced and dynamic
Fire Chief
to lead our Fire Department. The Fire Department provides fire protection services to over 10,000 residents within 9 square miles, with one fire station, an average of 1,200 calls annually, 12 full-time paid firefighters, and a volunteer force. The department promotes fire prevention and education and responds to fire, medical, and rescue calls. The Fire Chief reports to the City Manager and is responsible for planning, operations, growth, and development of the Fire Prevention Division. Responsibilities
Directs and manages Fire Department operations, including planning, growth, and development of the Fire Prevention Division. Interprets and enforces the Fire and Life Safety Codes; provides technical assistance and recommendations to builders and developers; investigates fire causes and origins; preserves evidence and testifies in courts. Participates in emergency and non-emergency operations as needed; responds to alarms and directs activities at the scene of major emergencies. Reviews plans, inspects buildings, and enforces fire prevention ordinances; ensures compliance with plans, standards, codes, and regulations. Develops and implements a comprehensive fire prevention program; ensures compliance with state and federal laws and city public safety goals. Develops departmental budget plans, projections, and justifications; manages expenditures to stay within budget; researches equipment needs and oversees purchases and bid specifications. Plans operations with respect to equipment, apparatus, and personnel; supervises implementation of these plans; coordinates with other city departments and city management. Leads training programs and encourages personnel development; handles disciplinary issues and maintains policy compliance; meets with community groups to determine needs. Represents the city Fire Department in local, county, state, and other meetings; attends City Council meetings as needed; prepares monthly activity reports and annual department reports. Develops strategic long-range plans and implements innovative programs, including volunteer workforce development. Qualifications
Knowledge of administration and oversight of a municipal fire department with both volunteer and paid staff. Knowledge of federal, state, and local fire codes and ordinances; knowledge of fire prevention, suppression, and education methods for various emergency responses. Knowledge of budgeting, development, management, and justification practices; proficiency with computers and related software for fire safety tracking and inspections. Excellent written and verbal communication skills; ability to conduct inspections and investigations and enforce fire codes; ability to manage emergencies and incidents. Ability to develop, organize, lead, supervise, and delegate duties to volunteers; experience in strategic planning and program development. Ability to learn city geography and to maintain composure under emergency and stressful conditions; ability to exercise discretion. Preferred: Instructor certification and experience instructing volunteers to obtain Basic certification from the Texas Commission on Fire Protection. Education, Licenses & Certifications
Bachelor’s Degree in Fire Science, Public Administration, Business Administration, or related field; or equivalent combination of education and experience (at least ten years firefighting field experience, with five years in senior management or command roles). Certification or eligibility for Fire Fighter II by the Texas Commission on Fire Protection; instructor certification preferred. Must pass pre-employment drug screen, physical, psychological exam, background check, and MVR check; Texas Class B CDL with acceptable driving record; Head of Department Certification within 60 days of appointment; Incident Command Trainings; fire inspector certification within one year of employment.
