Sr. Electrical Engineer (SME), Midstream
Join to apply for the Sr. Electrical Engineer (SME), Midstream role at Phillips 66. The Sr. Electrical Engineer (SME) is the primary subject matter expert for Instrumentation and Electrical areas within Midstream, supporting Pipelines and Terminals (P&T) operations as well as Automation, SCADA and related functional areas. Responsible for technology selection, application and direction, and for creating and maintaining policies, procedures and maintenance/reliability practices in instrumentation and electrical, including training, auditing and metrics. Lead the Instrumentation and Electrical Functional Excellence Team (IFET/EFAT) and drive the FET's agenda.
Responsibilities
Selecting, applying, directing policies, procedures and practices for instrumentation and Electrical technology
Assisting Operations in establishing capital and major maintenance budgeting priorities for instrumentation and Electrical; managing the Instrumentation and Electrical Capital Program
Working with field technicians, I&E supervisors and Region engineering staff to establish asset condition and criticality
Directing trouble-shooting and problem-solving when operations technicians cannot find an acceptable solution
Leading industry instrumentation trade association committees and subcommittees (e.g., API, ISA, IEEE) representing Phillips 66 Midstream
Providing technical support to Operations and Engineering regarding instrumentation and Electrical systems; owning governance documents and maintenance practices
Managing P66 Midstream Electrical and Instrumentation MEPs
Consulting with the P66 Midstream Capital project group and P66 MEGA Project group
Assisting Midstream HSE with Tier II Electrical and Controls audits and supporting corporate audits of P&T facilities
Identifying critical skills for the instrumentation and Electrical community and coordinating training for Phillips 66 personnel
Working with internal and external groups to establish best practices for P66 Midstream P&T facilities
Using data to support technical views and positions
Leading Electrical Health Assessments relative to industry and internal standards
Serving as Subject Matter Expert for ISA, NFPA, NEMA, NETA, IEEE, PIP, API and OSHA code interpretations
Reviewing trends and advancements; evaluating and recommending new technology to increase safety, reliability and productivity
Assisting corporate procurement in vendor agreements
Assisting regional operations to stay compliant with Midstream Electrical Arc Flash Program
Managing Midstream Electrical Safe Work Practices to be consistent with OSHA 1910 Subpart S and NFPA 70E
Required Qualifications
Legally authorized to work in the job posting country
Associate’s degree in Electrical/Electronic Technology
10+ years of instrumentation and electrical technical experience
10+ years in hazardous liquids measurement systems design, installation, operation and maintenance
10+ years of experience with instrumentation and Electrical standards and codes (ISA, PIP, API, NFPA, IEEE)
10+ years of experience with electrical design/construction for equipment in Hazardous (classified) locations; working knowledge of NFPA 70 and API RP500
3+ years of experience with capital, major maintenance and operating expense budgets for instrumentation and Electrical systems
Preferred Qualifications
Bachelor's Degree in Engineering
1+ year of experience with API measurement standards and RP’s
5+ years of experience with Allen Bradley PLC systems and programming
1+ year of experience moving from system dialogue to working logic programming
1+ year of experience with SCADA systems
5+ years of field Electrical and Instrumentation maintenance
Industrial Electrical System specification, design, testing, commissioning, maintenance and condition monitoring
Hands-on knowledge of SEL protective relays, SEL networks and HMI systems
Knowledge of large motor and motor control systems (up to 16,000 HP)
Knowledge of Low and Medium Voltage Switchgear
Electrical construction materials and techniques
Familiarity with Electrical Power System Protection systems
Familiarity with large high voltage substations
Familiarity with ETAP electrical analysis software
Good interpersonal and teamwork skills
Strong written and verbal communication skills
