Description Of Work The North Carolina Department of Revenue is seeking a Mainframe Developer to provide analysis, programming, testing, implementation, and ongoing production operational support for the Integrated Tax Administration System (ITAS) mainframe business applications system.

Your primary responsibility will be incident management and problem resolution related to assigned production systems and associated data files. You will also perform analytical and programming activities to maintain existing applications and develop code and solutions that support the system. These tasks are time critical and must be performed according to established problem management policy.

Knowledge of complex systems is required in order to solve problems timely and keep systems operational. You will research incidents and problems appropriately, determine a solution, implement the solution with supervisory approval, and document pursuant to problem management standards.

You will use established life cycle development phases and established software development and maintenance standards. You will also ensure that all quality assurance, change management, configuration control, security and user recovery procedures are followed.

The Position Will Be Responsible For The Following

Communicating with user liaisons/end-users to determine the scope and functions of new or existing systems. Charts and examples are often used for clarity.

Developing requirements, conceptual designs, and detail design documents to present to the user for approval at the appropriate phases of life cycle development.

Performing all the programming duties associated with a particular program or project.

Evaluating completed program assignments to check for accurate interpretation of program specifications and testing requirements.

Evaluating and testing systems to ensure that requirements have been met in a project and to bring that project to completion and into production.

You will work with operations, database group, server administrators, network group, end-users, user liaisons and other affected parties.

This position is required to work within an on-call rotation supporting critical taxpayer-facing applications.

Knowledge Skills And Abilities / Management Preferences

Experience developing and maintaining mainframe-based management systems using COBOL, Easytrieve, JCL, CICS, SQL and DB2

Experience working in an environment with TSO/ISPF, and Z/OS

Experience troubleshooting and debugging mainframe applications using COBOL, Easytrieve, JCL, CICS, SQL and DB2

Experience in technical and functional requirements documentation

INSTALL/1 experience, ITIL Framework experience

Recruitment Range $67,900 - $101,851

Minimum Education And Experience Bachelor's degree in computer science or an IT related field, or Associate degree in computer science or an IT related field and one year of experience, or High School/GED with four years of experience in business application consulting or development, or an equivalent combination of education and experience.
