This position enforces City and University of South Carolina campus parking ordinances and regulations, and performs related work as required. The incumbent works according to some procedures but decides how or when to do things; work is reviewed regularly by supervisor.

The work is considered light in nature and involves walking or standing most of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. Excellent physical condition is necessary, as the position requires extensive walking in all weather conditions. The work requires the following physical abilities to perform the essential job functions: balancing, feeling, fingering, grasping, handling, hearing, lifting, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.

Work environment may involve exposure to bright / dim light, extreme heat and/or cold, wet or humid conditions, dusts and pollen, fumes and/or noxious odors, traffic, violence; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.

Responsibilities

Enforces City and University of South Carolina campus parking ordinances and regulations on assigned routes and schedules

Issues parking citations; provides court testimony as required

Monitors the condition of City parking meters; reports defective meters to appropriate staff

Places bags over parking meters as requested to prevent use

Performs parking coordination and enforcement work and staffs parking fee gates for special events as required

Maintains accurate and complete work records and reports

Maintains assigned equipment and vehicles

Conducts vehicle searches using tag or license information

Contacts tow truck when necessary

Receives and responds to inquiries, complaints and requests for assistance in areas of responsibility

Responds to hostile individuals

Performs general clerical work as required, including but not limited to records and reports, entering and retrieving computer data, copying and filing documents, etc.

Attends meetings, training, etc., as appropriate to enhance job knowledge and skills;

Performs other related duties as assigned.

Minimum Requirements to Perform Work

High school diploma or GED

Some relevant prior experience

Valid South Carolina Class D Driver’s License

Knowledge of addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages

Ability to deal with the public in a courteous manner even in hostile situations

Ability to copy, transcribe, enter or post data or information

Ability to speak or signal to people to convey or exchange information of a general nature

Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner

Ability to perform semi-skilled work involving set procedures and rules but with frequent problems

Ability to read routine sentences, instructions, regulations, procedures or work orders; writing routine sentences and completing routine job forms and incident reports; speaking routine sentences using proper grammar

Ability to perform clerical, manual or technical tasks prescribed by standard practices but which may require computation, the use of several procedures, and the use of independent judgments with obvious choices; requires normal attention for accurate results;

Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
