Overview
The Manager of Product Delivery (Manager VI) leads planning, execution, and delivery of complex IT projects within the Health and Human Services Commission (HHSC). This role oversees teams of technical professionals to ensure quality, resolve issues, and communicate with stakeholders while managing large-scale initiatives. This manager position has deep technical expertise, manages IT infrastructure planning, and leads teams to achieve strategic goals. Work includes managing the infrastructure, configuration, scaling, and deployment of enterprise server-based and cloud-based computing systems. Monitors system performance to diagnose problems and develop stable and reliable server and storage platforms. The manager also mentors technical teams, including serving as a hiring manager, performing performance evaluations, and guiding career development. Serves as backup to the Director of Product Delivery or other HHSC IT directors. Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX Essential Job Functions (EJFs): Serves as the manager and plans, assigns, monitors, and oversees the work of staff members. Ensures coordination and collaboration of activities with program areas, stakeholders, and other agency members as required. Oversees coordination and participation in special assignments and projects related to various applications and initiatives. Performs other duties necessary to achieve the mission of Administrative Applications Product Delivery area. (30%). Manages multiple feature teams each including Developers, Product Owners, a Scrum Master, and Quality Assurance in an Agile (Scrum) environment. Includes reviewing backlogs, prioritizing and defining user stories with product owners, task assignment, addressing open questions, and ensuring tasks meet the definition of done. Monitors and manages budget and resource allocation across projects and operational work. (30%). Provides support of production systems including problem analysis and troubleshooting. Provides reporting to the Director of Product Development on issues and resolutions (short and long term). (20%). Oversees development and implementation of strategic goals and objectives, standards and processes; establishes metrics and assessments to improve project delivery and maintenance & operations work. Evaluates existing standards, policies, and procedures; recommends changes as needed. Oversees development of technical policies, procedures, manuals, and standards for the team (15%). Other duties as assigned (5%). Knowledge, Skills and Abilities: Knowledge of computer programming principles, systems analysis, operations procedures, and programming languages. Knowledge of multi-tier system development. Knowledge of building and supporting mission-critical applications in a highly distributed environment. Knowledge of multiple software development lifecycle phases (scope, analysis, design, software construction). Knowledge of IT equipment, programming languages, hardware/software, operating systems, and automated mapping. Knowledge of software usability concepts. Skill in facilitating meetings with multiple customers and technical staff, building consensus and mediating compromises when necessary. Skill communicating with varied levels of staff and end users to develop positive, effective working relationships and to establish credibility, trust, and confidence. Skill in problem solving, critical thinking, programming, and developing or modifying programs for applications. Skill in leading the work of development staff in delivering/implementing applications/IT systems. Ability to communicate effectively verbally and in writing, serve as a technical consultant, document issues clearly, and prepare accurate, concise reports. Ability to develop and manage project schedules for analysis, development and final deliverables, and provide program oversight. Ability to code, test, and debug computer programs. Registrations, Licensure Requirements or Certifications: N/A Initial Screening Criteria: Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Relevant experience including Object Oriented Programming (OOP) in Java (Core Java, JDBC, Spring Boot, Angular, or React) and applications development on J2EE may substitute for education on a year-for-year basis up to four years. Required minimum of 5 years of experience leading a team. Required minimum of 8 years of experience in Object Oriented Programming (OOP) in Java (Core Java, JDBC, Spring Boot, Angular, or React). Required minimum of 8 years of experience in designing enterprise applications and/or services. Required minimum of 8 years of experience in leading enterprise Java development teams. Required minimum of 8 years of experience with microservices architecture and RESTful API development. Required minimum of 8 years of experience in writing SQL including SQL and NoSQL databases. Required minimum of 4 years with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions. Required minimum of 3 years with Agile methodology (Scrum). Additional Information: Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the HHSC HR Manual. Selected candidates must be legally authorized to work in the U.S. without sponsorship.
