Job Summary Senior Diagnostics Advisor (SDA) provides technical leadership in diagnostics to donor-funded projects, oversees operations, leads and manages teams, and serves as the primary representative for the Health Programs Global Health Security (GHS) team. The position is based in the United States.
The SDA prepares project and donor reports, drafts publications and external communications, and leads the development or revision of best practice documents. The SDA ensures strong collaboration with local government, international donors, sponsors, and civil society partners, and integrates multi-sector interventions to support evidence-based interventions and adoption of new technologies.
Accountabilities The SDA provides technical and strategic leadership to the design, implementation, and monitoring of technical strategies that strengthen diagnostic networks, providing comprehensive coverage and universal access to diagnostic services. This includes assessments, capacity-building initiatives, and the development and implementation of strategies, programs, and tools to support diagnostic networks and facilities.
Technical Requirements
Leads development, coordination, and oversight of diagnostic network design and quality improvement interventions, aligning with JEE reports, NAPs, and assessment reports.
Implements continuous improvement initiatives to build diagnostic network and facilities capacity and quality regarding accepted standards.
Provides technical assistance to diagnostic networks to strengthen accuracy and timeliness of reporting into national databases such as DHIS2.
Stays current on evolving diagnostic technical standards, guidelines, and program developments.
Shares best practices and contributes to the knowledge base through scientific forums, technical networks, and working groups.
Communicates new knowledge and best practices with project teams, partners, and host countries.
Project Design Implementation & Quality Assurance
Manages technical staff in the region based on needs.
Contributes to country-specific work plans and budgets for diagnostic network activities aligned with JEE and local stakeholder goals.
Leads oversight of implementation, monitoring, and reporting of diagnostic network strengthening activities per country work plans.
Guides adherence to diagnostic technical standards and builds capacity of country-level, regional, or global diagnostic staff.
Business Development and Client/Funder Support
Supports business development to grow the GHS portfolio, including grant development, strategic approach, program design, technical writing, recruiting, and positioning for new opportunities.
Contributes to strategy development, identifies new partnerships, evaluates expansion opportunities, and prioritizes pursuits.
Develops and maintains relationships with key donors and partner organizations through meetings, conferences, and technical discussions.
Communicates, coordinates, negotiates, and manages relationships with partners, donors, and stakeholders.
Develops and monitors landscape analysis, strategic plans, proposals, protocols, reports, and budgets to achieve project and company goals.
Establishes and maintains partnerships with internal and external stakeholders on project matters.
Thought Leadership & Innovation
Supports knowledge management and marketing initiatives including publications, presentations, best practices, and thought leadership events.
Represents FHI 360 at technical meetings, conferences, and workshops and provides technical expertise to partners.
Capacity Building, Training, and Supervision
Manages staff with training and operational procedures to achieve strategic project goals.
Supports performance management and professional development of direct reports.
Applied Knowledge & Skills
Manages projects, sets realistic priorities, and plans successful implementation.
Deep knowledge of clinical diagnostics, diagnostic networks, and quality management systems.
Expertise in diagnostics for infectious diseases (including TB) and antimicrobial resistance.
Knowledge of GHS mechanisms and other similar mechanisms to combat emerging threats and AMR.
Strong diagnostic network capacity-building skills.
Excellent public relations, policy, representation, and diplomacy skills.
Builds positive local working relationships with community, government, UN, and donor representatives.
Judges strategic business goals and aligns objectives with organizational goals.
Strong critical thinking, problem solving, and resource management.
Motivates, influences, and collaborates with others.
Fluent in English and French; additional languages are an advantage.
Excellent oral and written communication skills.
Supervision
Sets goals, objectives, timelines, and budgets for projects and leads strategy for the program.
Coordinates resources across functional areas and resolves project issues.Oversees implementation requiring Operational Model (RACI) frameworks.Reports to Technical Director, GHS.
Education
Master’s Degree or equivalent in health, human development, clinical diagnostics, or related field.
Project Management (PM) Certification preferred.
Experience
12+ years of relevant experience in designing and evaluating programs/services, primarily as an individual contributor.
Proficiency with rules, regulations, and policies associated with international development and NGOs.
Experience in multi-sector project management and implementation.
Experience in strategic planning, staff development, and capacity building.
Experience leading and managing complex national/international projects.
Experience operating in challenging environments.

Compensation US Based Hiring Salary Range: USD 115,000 - 155,000 per year.
FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. All US‑based staff working full‑time receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for part‑time schedules.
