THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. DUTIES / RESPONSIBILITIES
The incumbent serves as a full assistant to the Human Resources Officer, aiding the Officer with advising TAG/CG, staff elements, and operations official on manpower and HR management. Designs and implements S/T/DC rules and procedures adapted from OPM, DoD, Army, Air Force, National Guard Bureau and other agencies.
Develops and implements administrative regulations and procedures to efficiently accomplish all HR functions. Reviews incoming and outgoing correspondence for compliance with laws, policies, and guidance. Maintains familiarity with DCPAS and OPM guidance.
Manages HR for all Full‑Time Workforce personnel across a S/T/DC, including federal wage schedules and military pay.
Oversees programs: HR Development, Employee Benefits, Equal Opportunity, HRIS, Performance Management, Employee/Labor Relations, Military (AGR), Position Classification and Management, Recruitment/Placement and Compensation.
Manages federal funds for the Full‑Time Workforce, ensuring expenditures align with appropriations.
Directs, coordinates, and oversees work through subordinate supervisors; advises on policies, procedures, and directives; selects candidates; ensures equity; explains performance expectations; appraises performance; approves expenses; resolves grievances; initiates performance actions; documents actions; reviews developmental needs.
Directs HRO programs and projects, plans and directs special projects, conducts in‑depth analysis of program goals, resources, and policies.
Participates in mobilization planning, representing the HR Officer when necessary.
REQUIREMENTS / CONDITIONS OF EMPLOYMENT
Must be a U.S. Citizen.
Males born after 31 December 1959 must be registered for Selective Service.
May be required to complete a minimum probationary period.
Must obtain and maintain a Secret clearance within one year of hire; failure may result in withdrawal.
Position is Essential Personnel; may be subject to duty in emergency or disaster response.
May require travel in military or commercial aircraft.
Must meet specialized experience requirement at closing; see Qualifications.
May occasionally be required to work outside normal hours; overtime may be required.
Must meet supervisory experience requirement at closing; see Qualifications.
Must file OGE Form 450 annually; required by Ethics in Government Act.
Incumbent may need a valid driver’s license and vehicle access.
QUALIFICATIONS
SELECTIVE PLACEMENT FACTOR FOR GS‑13
– Must have specialized experience with automated systems such as DCPDS, clearly described in resume.
SUPERVISORY EXPERIENCE
– At least 1 year of supervisory experience, managing function of work performed.
SPECIALIZED EXPERIENCE
– At least 1 year of specialized experience, equivalent to GS‑12, encompassing HR programs, regulations, and federal funds management.
EDUCATION
– No substitution of education at GS‑12 and above in the 0201 series.
