Human Resources Specialist (Employee Benefits)
U.S. Customs and Border Protection (CBP), a division of the U.S. Department of Homeland Security (DHS), is seeking a Human Resources Specialist to support federal employee benefits and retirement programs. The role is part of the Retirement and Benefits Branch (RABAS), National Programs Division (NPD), Office of Human Resources Management (HRM).
Summary As a specialist in federal employee benefits, you will administer retirement, health and life insurance programs, review and certify benefit enrollment forms, and provide guidance to employees on federal benefits. The position requires a United States citizen, proficiency in English, and compliance with CBP background and ethics standards.
Duties and Responsibilities
Assist in the review of benefits and retirement documents.
Review and certify beneficiary forms and Federal Employee Health Benefit (FEHB) and Federal Employees' Group Life Insurance (FEGLI) enrollment forms.
Interpret and explain the relationship of federal retirement and insurance programs to employees and other retirement and insurance programs (Social Security, military provisions).
Work with higher‑grade specialists to develop answers to general benefits questions.
Assist in counseling employees about federal benefits using a wide range of Human Resource rules, regulations, and OPM policies.
Provide Law Enforcement Officer (LEO) and Customs and Border Protection Officer (CBPO) certifications for former CBP employees.
Support continuous process improvement for benefits administration and maintain accurate records.
Requirements
U.S. citizenship.
For males born after 12/31/1959, registration with Selective Service.
Primary U.S. residency for at least three of the last five years (or specific residency waivers).
English proficiency and ability to pass a background investigation.
Compliance with CBP and DHS ethics rules, drug‑free workplace plan, and E‑Verify.
Qualifications
GS‑07:
1 year of specialized experience at the next lower grade level, e.g., reviewing benefits documents, counseling employees, or providing guidance to HR staff.
GS‑09:
1 year of specialized experience equivalent to the next lower grade level, e.g., applying HR methods to resolve complex problems, interpreting FEHB/FEGLI eligibility, and assisting with training.
Graduate education (1 year) at either a bachelor's (GS‑07) or master’s (GS‑09) level may substitute for experience, with specific credit hour requirements. Superior academic achievement may also substitute.
Experience in federal benefits administration, HR rules, OPM policies, or related fields is preferred.
Education Masters or equivalent degree, or two years of graduate education leading to such a degree, may substitute for experience at the GS‑09 level. Higher education credit hour conversions apply as per the GAO guidelines.
Salary & Locations Base pay range:
$49,960.00 /yr – $79,443.00 /yr
(GS‑7 to GS‑9). Promotion potential up to
$115,213 /yr (GS‑12 Step 10) . Locations include
Bloomington, MN
Washington, DC
Indianapolis, IN
