Overview
HR Recruitment Manager role at The City University of New York (CUNY). Reporting to the Assistant Vice President for Human Resources, the Human Resources Manager oversees the recruitment and appointment processes for instructional and classified staff, including instructional actions (appointments, substitute appointments, reclassifications, functional title changes, reorganizations) and classified actions (appointments, transfers, list certifications, hiring pools, permanency). In addition to the duties in the CUNY Title Overview, responsibilities include but are not limited to the following: Responsibilities
Review current personnel policies and procedures, recommending improvements to the AVP and Director of HR to support goals and objectives. Manage the full-cycle recruiting process for all instructional and classified positions within the college. Collaborate with campus executive team and department heads, providing guidance on HR policies and procedures, recruitment, classification, compensation, re-organization, re-structuring, and employee relations matters. Manage certifications of open competitive and promotional Civil Service lists, and represent the College at civil service hiring pools. Audit, review and approve job description templates and other job-related data, ensuring compliance with state, federal, city and CUNY guidelines and appropriate classification and FLSA status. Develop and oversee training of Faculty and Staff on recruitment-related processes and procedures. Develop procedural guides and distribute to external and internal stakeholders for process visibility and transparency. Create and manage an electronic tracking database for recruitment with updates and summaries of recruiting progress and activities. Attend professional job fairs, recruiting conferences and other events to promote the college as an employer of choice. Manage, coordinate and facilitate mandatory annual compliance trainings for the campus such as Workplace Violence Prevention, Sexual Harassment, Gender Based Violence Training, and Cybersecurity. Track and maintain up-to-date information on compliance training completions, maintaining communication with the campus and supervisors on updates and inquiries. Assist with the implementation of CUNY’s Workday system with focus on the recruitment module. Independently research sensitive HR issues and assist executive management in responses. Consult with senior partners to determine current and future recruitment needs, staying up to date on trends and changes. Serve on various college and university committees as appropriate. Supervise part-time and full-time staff within the department. Other duties as assigned. Qualifications
Bachelor’s Degree and six years’ related experience required. Preferred Qualifications
Master’s degree in an appropriate discipline Four years of relevant experience in higher education and recruitment Experience delivering compliance training highly preferred Proficient computer skills, particularly Microsoft Office, CUNYfirst/PeopleSoft Excellent communication, interpersonal and organizational skills CUNY Title Overview
Manages a portfolio of Human Resources programs and operations at the College level. Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology. Manages staff responsible for carrying out operations in the Human Resources office. Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees. Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements. Provides outreach to employees and provides communications such as meetings, newsletters, and web sites. Compiles accurate and well-organized reports. Assists management with developing policies, procedures, and programs to support Human Resources’ objectives. Performs related duties as assigned. Job Details
