Position Summary The Payroll Administrator is responsible for the accurate and timely processing of employee payroll in accordance with company policies and regulatory requirements. This role involves maintaining payroll records, calculating wages, managing deductions, and ensuring compliance with federal, state, and local tax laws. The Payroll Administrator works closely with HR and Finance to resolve discrepancies, answer employee inquiries, and support audits and reporting. Attention to detail, confidentiality, and a strong understanding of payroll systems and processes are essential to success in this position.

Primary Objective To ensure accurate, timely, and compliant processing of payroll for all employees by maintaining payroll records, applying company policies, and adhering to federal, state, and local regulations. This role supports overall HR and finance functions by delivering precise reporting, resolving payroll issues efficiently, and safeguarding the confidentiality and integrity of employee compensation data.

Duties and Responsibilities

Payroll Management and Department Leadership Leads and manages the full payroll cycle to ensure accuracy, compliance, and confidentiality. Aligns payroll operations with company goals through strategic planning, collaboration with key departments, and ongoing process improvements to enhance efficiency and integration with financial systems.

Timekeeping and Systems Administration Oversee the administration and maintenance of the company’s electronic timekeeping system, ensuring all employee profiles and program assignments are accurately configured. Monitor the timely submission and approval of timecards and manage the seamless transfer of data between timekeeping and payroll systems to avoid errors and delays. Collaborate with operations leaders to enforce compliance with FLSA regulations, manage overtime, and meet approval deadlines. Conduct regular audits of timecard entries to identify and correct discrepancies, ensuring that payroll data aligns accurately with labor reporting requirements and financial targets.

Strategic Collaboration and Cross-Functional Support Collaborate closely with the Vice President of Human Resources and Operations Management to ensure payroll processes are aligned with broader organizational strategies, including compensation planning, succession management, and talent development. Support the implementation of competitive pay structures and incentive programs, integrating them into payroll workflows to ensure accuracy, compliance, and consistency. Work in partnership with the Accounting team to reconcile payroll-related general ledger accounts, verify accurate labor cost coding, and contribute to precise financial reporting during monthly and quarterly close processes.

Employee Support and Payroll Communication Serve as the primary point of contact for employee payroll inquiries, addressing and resolving concerns related to pay discrepancies, PTO balances, W-2 forms, direct deposits, and tax withholdings in a timely and confidential manner. Clearly communicate payroll policies, deadlines, and procedural updates to managers and employees, ensuring consistency and compliance across all departments. Facilitate training sessions on payroll procedures, timekeeping systems, and regulatory requirements to promote understanding and accountability throughout the organization.

Reporting, Compliance and Auditing Prepare regular and ad hoc payroll reports for leadership, finance teams, and external auditors to support informed decision-making and compliance. Monitor labor costs, payroll trends, and overtime usage, providing recommendations to optimize cost control and accuracy. Maintain thorough, audit-ready payroll records and assist with internal and external audits by supplying necessary documentation and performing reconciliations. Continuously evaluate departmental KPIs and suggest policy or procedural improvements to enhance payroll efficiency and regulatory compliance.

Special Projects and Daily Pay Administration Manage employee enrollments and terminations within third-party pay platforms like Daily Pay, ensuring precise and timely processing of DDU files. Actively participate in payroll technology upgrades and system implementations, including testing and rollout support, to enhance operational efficiency. Stay informed on evolving payroll laws, industry best practices, and emerging technologies to continuously optimize payroll processes and ensure full legal compliance.

Additional Responsibilities Other tasks may be assigned as needed to support the company’s overall operational and financial objectives, with the expectation that management remains flexible and responsive to evolving business needs. Attend required staff meetings and complete assigned training modules in a timely manner.

Education/Experience The ideal candidate will possess a bachelor’s degree in a related field, with preferred advanced coursework in mathematics and business. A minimum of four years’ experience in full-cycle payroll administration is required. Proficiency in Microsoft Office applications—especially Outlook, PowerPoint, Word, and Excel—and strong knowledge of timekeeping and payroll systems, including experience with integrated and automated payroll accounting platforms. A valid in-state driver’s license with a clean record is required, along with successful completion of PMC’s background check and drug screening.

Work Environment The work environment includes both indoor and outdoor settings, requiring collaboration with teams, vendors, and clients on-site and in corporate environments. Associates may frequently use computers, communicate via phone, and perform duties in or around parking facilities.

Physical Demands Requirements may include extended periods of standing, walking, and the ability to lift moderate weights when necessary. Specific vision abilities may be required to ensure on-site awareness and safety.

Technology Use Employees may be required to use personal cell phones for work-related communication and accessing work applications. Reimbursement for work-related phone usage will follow company policy.

Certificates and Licenses A valid driver’s license and reliable transportation are required, with an acceptable motor vehicle record. Candidates must pass and maintain a clean background check. No special certifications are necessary for this position.

Employee At Will Employment with PMC is on an at-will basis. A 120-day introductory period applies.

FLSA This position is classified as exempt under the FLSA. PMC adheres to all applicable wage and overtime laws. All hourly rates will meet or exceed minimum wage requirements for your location. PMC is compliant with state workman’s compensation laws.
