Overview

Participates in the planning, development, and administration of the utility’s Enterprise Geographic Information System (GIS), with a focus on spatial analytics, data integrity, system integration, and enterprise automation. Promotes the adoption of modern Enterprise GIS architecture and best practices across the organization. This advanced-level technical position is responsible for performing complex spatial data analysis, developing and deploying automated geoprocessing workflows, and implementing system integrations between GIS and key business systems. Oversees the configuration, optimization, and maintenance of ArcGIS Enterprise components and enterprise geodatabases to ensure high availability, performance, and scalability. Reports directly to the Geospatial Technology Manager. Note: The salary range shown represents the minimum to midpoint salary for this position. Responsibilities

Geospatial Analysis and Programming (50%): interpret and analyze spatial relationships to extract insights from geographic data; create and maintain Python scripts for automating data workflows, ArcGIS Enterprise administration tasks, and integration with external systems; build Arcade expressions to enhance web map functionality; automate routine and complex workflows using programming languages (e.g., Python, SQL) and ETL tools (e.g., FME).

Design and manage FME workflows for spatial ETL, scheduled data syncs, and integration between GIS and business systems (e.g., ArcFM Responder, Cogsdale, AMI, enterprise databases).

Develop and maintain custom GIS web applications using the ESRI JavaScript API to support field operations, engineering analysis, and internal dashboards.

System Administration (25%): define capabilities and opportunities aligned with geospatial strategy; lead ArcGIS Enterprise architecture (Portal, ArcGIS Server, Data Store), installations, upgrades, and patch management; administer Portal for ArcGIS including user management, content, sharing settings, and security policies; monitor system health and performance using ArcGIS Monitor; document administration processes; collaborate with IT for availability, performance tuning, and cybersecurity of the ArcGIS Enterprise platform.

Database Management and Support (25%): administer and maintain enterprise multi-user geodatabases (SQL Server, PostgreSQL) for data integrity, performance, and security; provide support for SQL Server geodatabases and related databases used in GIS desktop and web applications; tune and monitor geodatabases for high availability and optimization; assist in deployments, upgrades, tests, and validations; knowledge of ArcFM database configurations is desirable.

Qualifications

Bachelor’s degree in Geography, GIS, Computer Science, or related field with five years of GIS development, spatial analysis, and GIS system administration experience in an enterprise GIS environment; experience in the utility industry and GISP certification preferred.

Equivalent combination of training and experience may be substituted for minimum qualifications.

Essential knowledge and skills include:

ESRI software suite (ArcMap, ArcGIS Pro, ArcGIS Server, Portal, ArcGIS Notebooks, ArcGIS Geoevent Server, ArcGIS Monitor) and geoprocessing tools.

Programming and scripting languages (Python, Arcade, JavaScript, C#); FME Workbench/Flow or other ETL tools.

ESRI enterprise platforms ArcGIS Online and ArcGIS Portal; web technologies (HTML, CSS, JSON, XML, TCP/IP); on-premise Enterprise GIS architecture; SQL Server databases and SQL.

Understanding of electric distribution, water/wastewater, gas distribution, and fiber networks is desirable.
