Job Description The Senior Manager – US External Fraud Risk Oversight (Cards) plays a critical role in advancing TD’s external fraud risk oversight framework. The role ensures strong governance and effective oversight of U.S. credit and debit card portfolios, including application fraud, counterfeit and lost/stolen card fraud, account takeover, synthetic identity, card‑not‑present fraud, and emerging payments fraud.
The Senior Manager provides oversight, challenge, and risk intelligence to influence business outcomes and behaviors in line with risk profile, regulatory expectations, and strategic objectives. This includes evaluating the design and effectiveness of card fraud controls, overseeing fraud trend analysis, and challenging first‑line management on strategies, rules, and tools used to manage fraud exposure. The position offers subject‑matter expertise on industry developments, regulatory expectations, and card network requirements.

Education & Experience
Undergraduate degree or technical certificate.
10+ years relevant experience.
Advanced knowledge of risk management governance, programs, policies, practices, operating frameworks, and reporting.
Knowledge of risk management environment, standards, regulations, and mitigation.
Skill in advanced analytical tools and data‑analysis methods.
Advanced ability to lead, plan, implement, and evaluate program/project activities.
Strong communication, negotiation, problem‑solving, and teamwork skills.
Proficiency in computer applications including MS Office.
Preferred Qualifications
10+ years of fraud risk management experience with deep expertise in credit and debit card fraud typologies.
Strong knowledge of card fraud detection and prevention strategies, including familiarity with card network requirements.
Experience overseeing fraud risks across card‑related payment types and channels.
Strong understanding of customer lifecycle risks and controls.
Ability to analyze card fraud trend data and provide actionable insights to senior executives, governance committees, and regulators.
Experience with fraud control frameworks and monitoring routines specific to card fraud.
Strong knowledge of U.S. regulatory expectations regarding fraud oversight.
Effective presentation skills to regulators and executive management.
Thrives in an ambiguous and fast‑paced environment, managing multiple deadlines and priorities.
