Description of Position The Floating Property Manager is responsible for providing on-site property management coverage across the Agency's housing portfolio when permanent managers are absent or positions are vacant. The Floating Manager oversees daily site operations, ensures compliance with Agency policies, state and federal housing requirements, and other program-specific regulations. This role maintains a supportive and professional environment for residents, manages maintenance work orders, occupancy levels, tenant certifications, rent and subsidy payments, and coordinates all other aspects of daily site operations. Prerequisites

Associate's degree in a related field or high school diploma with three years of relevant property management experience. Intermediate proficiency in Microsoft Excel (complex spreadsheets, formulas, data validation, conditional formatting, and reporting). Strong interpersonal skills with residents, staff, service providers, and vendors. Mature, responsible, flexible in attitude and work schedule. Demonstrated ability to learn, train, and develop new skills; capable of independent decision-making. Strong record-keeping, leadership, and professional interaction in all situations. Self-motivated, cooperative, personable, and empathetic to human needs. Minimum of three years of experience with Tax Credit, HUD Project Based Vouchers, and communities with multiple regulatory overlays. Excellent written and verbal communication for tenants, vendors, and partner agencies. Ability to work well under pressure, stay organized, and meet multiple deadlines. In-depth knowledge of affordable housing rules, regulations, and compliance requirements. Ability to lease units, market vacancies, determine program eligibility, explain lease terms, and guide applicants through the move-in process; past lease-up leadership preferred. Demonstrated integrity, reliability, and professionalism. Ability to manage multiple projects independently and prioritize effectively. Supervision

The Floating Manager reports to multiple Regional Managers depending on assignment and may supervise Assistant Property Managers, Maintenance, Janitorial staff, and emergency contacts. Maintains a shared up-to-date calendar of scheduled sites for clear communication and accountability. Essential Job Functions

The following duties are typical but not exhaustive. Other duties may be required and assigned. Physical Management

Supervises on-site staff, including temporary personnel and desk clerks. Manages vendor scheduling and ensures work is completed as approved. Ensures vacant units are turned over to Agency standards within required turn times. Assigns and monitors work orders for timely completion. Ensures adherence to building, municipal, and fire codes. Adheres to after-hours emergency protocol and responds accordingly. Performs daily property walkthroughs to maintain curb appeal and promptly address maintenance issues with work orders. Marketing and Leasing

Maintains occupancy per Agency policy. Markets vacancies with the Regional Manager, preparing advertisements compliant with state, federal, and local requirements. Reviews rental applications, conducts housing interviews, and prepares compliant files. Walks vacant units daily to ensure rent-readiness and shows units to prospects. Completes move-ins in accordance with program compliance and applicable laws. Resident Management

Attends regulatory inspections and site activities; promotes an enjoyable community for residents. Responds to complaints promptly and courteously; manages evictions when necessary. Enforces property rules consistently; conducts recertifications and ensures timely, accurate completion. Collaborates with onsite service providers to support resident needs. Financial Reporting and Management

Completes Monthly Aged Receivable, Daily Property Walk Checklist, and other site reports by due dates. Prepares itemized Disposition of Security Deposits in compliance with legal requirements. Balances and maintains petty cash per policy; maintains budget compliance under Regional Manager oversight. Establishes and manages resident repayment contracts in line with Agency procedures. Personnel Management

Interacts with resident services to resolve tenant issues; ensures staff conduct aligns with Agency standards. Coordination with Regional Managers

Works under direction of different Regional Managers based on property assignment; communicates site needs and provides status updates. Maintains flexibility to adapt to different leadership styles, site cultures, and compliance requirements. Scheduling and Calendar Management

Maintains and updates a shared calendar of assigned sites, covering coverage dates, inspections, and compliance deadlines. Coordinates with Regional Managers to ensure efficient site coverage; provides regular updates to Directors/Regional Managers. Physical Requirements

Valid driver's license and reliable transportation to multiple locations in Santa Clara County and San Mateo County. Prolonged computer and desk work.
