The Town of Kittery, ME (10,784 pop.), is seeking an experienced, professional community leader to serve as its next Town Manager. This historic seacoast community is Maine’s oldest settlement and is located at the southernmost end of the State. Kittery’s sandy beaches, stunning ocean views and quaint village attract people from all over the world. It is also home to Portsmouth Naval Shipyard and an outstanding Premium Outlet Mall shopping. Located just across the river from Portsmouth, NH and just 60 miles north of Boston and 50 miles south of Portland, Kittery offers access to world class medical, educational, and cultural assets and affords an unparalleled quality of life.
The town operates under a Council/Manager Charter with a 7-member Town Council. The annual budget is approximately $21 M, excluding schools, and there are 100 year‑round employees and 40 part‑time employees.
Responsibilities
Serve as the chief executive officer of the town, implementing council policies and ordinances.
Lead and supervise all municipal departments, ensuring efficient, effective, and compliant operations.
Oversee the preparation and management of the annual budget, including financial reporting and fiscal forecasting.
Represent the town in labor relations and collective bargaining with staff unions.
Develop and execute strategic plans for economic development, community services, and long‑term growth.
Maintain information systems and technology, ensuring reliable and secure operations.
Qualifications
Minimum 7 years of demonstrable municipal management experience as a Town Manager or similar role.
Strong knowledge in finance, budgeting, labor relations, human resources, policy management and economic development.
Experience with information systems and technology preferred.
Bachelor’s degree in Public Administration, Business Administration or a closely related field; Master’s degree preferred.
Visionary leadership, excellent written and oral communications, and the ability to inspire and empower staff.
Integrity, honesty, openness, and a sense of humor, with a track record of fostering positive relationships with council, staff and citizens.
Salary Salary range is $165,000 to $195,000, commensurate with experience and qualifications.
