Overview Responsible for advanced and professional transportation planning work of complex specialized projects and studies with minimum to no supervision. Implements existing transportation rules, design criteria, and regulations, and leads development of alternative solutions to complex transportation engineering issues. Delivers high‑caliber design and quality projects that achieve the County’s vision.
Essential Job Functions
Assist in planning, organizing, and directing transportation activities that support program and strategy execution, resource leveling, financial balancing, and contract management.
Responsible for quality assurance/quality control activities for Department‑produced planning documents and other products.
Utilize appropriate benchmarks and metrics to analyze and track progress of projects and define success.
Identify opportunities and solutions for process improvement within the Current and Long‑Range Planning group.
Develop and implement transportation planning policy and procedures that merge with local code and zoning regulations.
Use industry‑approved transportation planning software tools to generate design alternatives and present solutions clearly and professionally.
Play an essential and influential role in updating and developing new Land Development Code requirements for Pasco County.
Assist in the management of the transportation planning group and all related work activities, including staff evaluations, mentoring, training, and reviewing final work product.
Assist in managing consultants and associated consulting contracts.
Prepare and present projects to the Planning Commission and Board of County Commissioners; act as the County subject‑matter expert on all transportation‑related matters.
Understand multimodal transportation systems; develop policy and regulation to achieve a cohesive transportation system for the business, workforce, recreational, living, and cultural needs of the County.
Perform other related duties as assigned.
Knowledge, Skills and Abilities
Leadership skills: lead the Transportation Planning group on projects of varying complexity.
Transportation planning: comprehensive knowledge of planning and engineering principles, use of software such as Synchro, Sim Traffic, HCS, ART Plan, High Plan, Free Plan, and an understanding of the CUBE Transportation Model.
Planning: knowledge of municipal planning and urban design practices, including traditional neighborhood design, transit‑oriented design, redevelopment/infill, and mixed‑use trip‑reducing measures.
Zoning law: complete understanding of zoning principles and their applicability to transportation.
Comprehensive Plan: ability to prepare, review, and present transportation studies related to comprehensive plan amendments and identify roadway network improvements.
Land Development Code: knowledge of and experience with code requirements related to development projects and transportation impacts; understanding of access management principles.
Communication skills: report writing, negotiation, presentation, and clear verbal communication to diverse audiences.
Organization and project management: manage multi‑level complex project timelines and teams.
Team‑building: lead and maintain an effective group of professional transportation planners.
Time management: foresee and oversee large projects and anticipate potential disruptions.
Minimum Requirements Education & Experience: Master’s Degree in Transportation Engineering, Civil Engineering, Project Management, or related field plus six (6) years of professional experience in transportation planning and engineering. Three (3) years of experience as a planning project leader and four (4) years of supervisory experience preferred.
Licenses, Certifications, or Registrations Must possess a valid Florida driver’s license. AICP (American Institute of Certified Planners) or P.E. (Professional Engineer) certification required within one (1) year of appointment. PTP (Professional Transportation Planner) certification desirable.
