Roles and Responsibilities In this classified position, you will act as a trusted Human Resource Business Partner III, providing integrated and innovative human resources solutions for IDOC and COPP. The selected incumbent will operate under the guidance of DHR leadership and will be located at IDOC in Lewiston, ID, supporting all IDOC locations in the Northern Region.

Leading processes and resources within areas of expertise such as employee relations, civil rights, recruitment, classification, and/or compensation.

Developing, recommending changes and providing guidance on interpretation and application of policies and procedures.

Completing complex analyses of HR data to identify key trends and recommending changes to improve performance of operations.

Collaborating with management and employees to improve work relationships, build morale, and increase productivity and retention.

Performing job analyses and making recommendations for organizational structure changes.

Providing advice and guidance on various HR topics and resolving complex issues.

Responding to complaints and conducting thorough and objective investigations.

Conducting training and presentations on HR related topics.

Facilitating due process and problem solving.

May include performing leadwork/supervisory duties to include work assignment, direction, and monitoring of staff.

Distinguishing Characteristics This is the fourth level in the HR job family. At this level, incumbents navigate a broad range of complex issues and inform leadership regarding contentious matters, providing advanced guidance for other HR staff and seeking assistance on highly complicated situations.

Minimum Qualifications

Human resource administration—typically gained through at least two (2) college courses in Human Resource Administration, certifications, or closely related field plus at least two (2) years of work experience in relevant areas (recruiting, job analysis & classification, performance management, etc.), or a Bachelor’s degree or higher in Human Resource Administration, certifications, or closely related field, or three (3) years of work experience in those areas.

Equal employment opportunity concepts and legal requirements—typically gained through at least two (2) college courses, certifications, or closely related field covering EEO and legal requirements plus at least two (2) years of work experience reviewing personnel actions for compliance, or a Bachelor’s degree or higher in Human Resources Administration, certifications, or closely related field, or three (3) years of experience in those areas.

Analyzing human resource management problems and developing alternatives and recommendations—typically gained by at least two (2) years of work experience in performance management, turnover, recruitment, retention, organizational structure, or related HR areas.

Participating in resolving complaints—typically gained by two (2) years of experience participating in employee grievance systems to others involving resolution requiring researching and recommending resolutions.

Providing human resource consultation to management and administrators—typically gained by two (2) years of work experience where consultation in recruiting, job analysis & classification, performance management, or salary administration was a recognized responsibility.

Preferred Qualifications

Willingness to work in a correctional facility.
