Horticulture & Grounds Manager Horticulture & Grounds $85,000 - $90,000/Annually The Roosevelt Island Operating Corporation (RIOC) is a public benefit corporation of New York State that manages Roosevelt Island infrastructure and open spaces, including cultural and recreational facilities, outdoor spaces, and related services. RIOC’s workforce includes union workers and administrative staff. Responsibilities

Coordinate staff and resources to maintain Island parks, comfort stations and grounds to the highest standard on a daily and ongoing basis, including staff assignments, event support, and daily tasks beyond routine duties. Supervise Groundskeepers under the 32BJ union contract, oversee outside contractors, assign daily tasks, and train staff to meet goals and standards. Create and maintain staff schedules to support a seven-day operation; assist in scheduling outside contract work and staff as needed. Coordinate procurement and management of materials, supplies, and equipment; monitor stock levels and equipment condition to ensure operational efficiency. Maintain a waste and compost removal strategy for Island-wide trash receptacles; coordinate with DSNY to pursue improvements in waste management practices. Manage emergency and weather-related event plans and assist with island-wide snow removal procedures in coordination with DSNY when needed. Coordinate with the Director of Horticulture and Grounds and other staff for RIOC-sponsored events; supervise staff during events as needed. Maintain timekeeping and staff-related records; enforce policies and procedures; consult HR on personnel, disciplinary, and performance matters. Maintain equipment records, coordinate service with internal or external parties, and implement preventative maintenance measures where applicable. Assist in maintaining planting beds and irrigation systems throughout RIOC Parks using high standards of horticultural and turf practices; monitor plant and tree health and use least toxic controls for pests and diseases when necessary. Keep detailed records of issues and solutions and fulfill mandatory reporting and communication requirements. Manage and utilize the budget for daily operations; track expenditures for internal audits as required. Attend and participate in designated meetings to represent the Horticulture and Grounds department; weekend and some holiday work may be required. Other duties as assigned. Qualifications

Excellent supervisory, writing, communication, administrative and interpersonal skills. Demonstrated ability to work in a fast-paced environment to achieve positive outcomes. Experience managing union staff and coordinating operations for special events. Ability to use Microsoft Office and other common software; ability to collaborate with department leaders to achieve success as a team. Experience driving grounds equipment (mower, skid steer, plow); experience with irrigation scheduling and repair. Must possess a valid driver’s license with a clean record; ISA Arborist Certification preferred but not mandatory; NYS DEC pesticide certification category 3A required. Willingness to learn and train others. Willing and able to work outdoors in any/all weather conditions; able to be on feet for most of the day; ability to lift up to 50 lbs. Education & Experience

A degree from an accredited college or university with a major in Horticulture, Turfgrass or closely related field and five (5) years of full-time supervisory/administrative experience in park or facility management (public setting preferred); strong knowledge of arboriculture and turfgrass required; horticulture and turfgrass certifications preferred. An associate’s degree or equivalent and seven (7) years of full-time supervisory/administrative experience as described above. What We Offer
