Senior Engineering Project Manager

– Harris County Precinct 4

Harris County Precinct 4 is seeking an experienced Senior Project Manager to lead the design and construction of complex horizontal infrastructure projects such as road and bridge widening, traffic improvements, and drainage projects. The role supports county and regional agencies and requires strong technical, leadership, and stakeholder communication skills.

Responsibilities

Act as Precinct’s representative on road, bridge, and drainage projects through scoping, design, bidding, and construction phases.

Work closely with the County Engineer and external consultants to monitor and review assigned projects, ensuring compliance with approved scope, budget, and schedule.

Collaborate with the project team to resolve design and construction issues that arise during the project, reviewing design deliverables for compliance with Precinct goals.

Report on project status to Precinct leadership on an ongoing basis and respond to inquiries from constituents, senior staff, and elected officials as required.

Prepare financial documentation and updates, working with Precinct Finance to determine project cash flows on a current and pro forma basis.

Communicate with constituents and the public to resolve complaints and issues resulting from construction projects.

Review traffic studies and other reports prepared by the County Engineer to assess and implement roadway operational and safety improvements.

Act as a technical advisor to Precinct leadership in developing infrastructure-related policy.

Liaise and engage with the HCFCD and HCTRA on various technical and policy initiatives.

Work with the Office of the County Engineer’s Permitting group to develop Traffic Impact Assessment scopes for private land development projects.

Mentor junior staff and help develop their technical skills.

Perform other duties and responsibilities that may be added or revised as needed.

Qualifications

Education:

Bachelor of Science in Civil Engineering or related field from an ABET‑accredited institution.

Experience:

Eight (8) or more years of experience in the design and/or construction of municipal infrastructure, including roads, bridges, utility installation, drainage systems, land development, heavy civil construction, buildings, or a combination of the above.

Additional Requirements: Valid Texas driver’s license upon hire and a good driving record.

Professional Engineer (PE) licensure in the state of Texas or the ability to obtain licensure within six (6) months of hire.

Updated cover letter and résumé required for all applicants.

Knowledge, Skills & Abilities: Understanding the full project life cycle from inception through construction.

In‑depth knowledge and application of industry‑standard Project Management processes.

Exceptional written and verbal communication skills and the ability to mediate between parties.

Exceptional customer service and communication skills.

Able to effectively communicate technical concepts to non‑technical individuals.

Ability to identify and resolve design and construction issues.

Self‑motivated with the capacity to work independently and/or with limited supervision.

Excellent organizational skills and adeptness at working with changing priorities.

Proficient in Microsoft Office applications and Bluebeam Revu software.

Preferences:

Fifteen (15) or more years of direct project management experience in the design and/or construction of roadway, bridge, and/or pedestrian infrastructure for a governmental entity in Texas.

Ten (10) or more years of experience in municipal infrastructure design or construction.

Certifications: Project Management Professional (PMP), Envision Sustainability Professional (ENV SP), Certified Floodplain Manager (CFM).

Position Type & Compensation Regular full‑time (40 hours per week). Monday through Friday, 8:00 AM–5:00 PM. Salary range $140,000–$170,000 per year.

Hours may vary based on business needs, including attendance at public meetings and other industry events outside of normal working hours. Additional hours may be requested during emergency events, including a twelve (12)‑hour on‑call shift.

Work Environment & Physical Demands Primarily an indoor office setting with periodic field visits to active and inactive construction sites and public facilities. Requires regular travel within Harris County. Physical demands include sitting for extended periods, walking distance beyond one mile on uneven surfaces, standing during meetings and events, and driving through varying traffic conditions. During emergencies may include inclement weather and lifting/moving objects up to twenty (20) pounds.
