To plan, organize and direct the activities of the School Police, Security and Safety Department in accordance with the laws of the State of California and the policies and practices of the San Bernardino City Unified School District; to provide school police and security support to schools and other district facilities and to provide highly complex staff assistance to the Superintendent. This classification is the district's chief law enforcement officer. Supervision
Receives administrative direction from the Superintendent, or designee. Exercises direct supervision over School Police Department personnel. Essential Job Functions
Directs and evaluates the operation of the School Police, Security and Safety Department. Develops and implements rules, regulations, policies and procedures that are consistent with local, state and federal legal mandates. Interprets laws, rules and regulations affecting the School Police, Security and Safety programs and provides guidance to district personnel. Supervises selection, assignments and evaluation of staff. Develops and implements a training program for all staff in a variety of areas, including jurisdiction, reporting procedures, use of force, weapons, laws of arrest and radio procedures. Develops, implements and supervises an automated system of records management. Regularly attends principal and other administrative meetings to communicate School Police, Security and Safety rules, regulations, procedures and policies. Directs and participates in the preparation, administration and control of the department budget. Reviews and recommends selection of district intrusion, fire alarm and communications systems. Supervises investigation of district crimes and identification and recovery of district property. Supervises the fingerprinting of employees. Manages and/or coordinates a variety of school police, security and safety programs, including Good Neighbor, D.A.R.E., District Gang Task Force and District Safety/Disaster preparedness committee. Meets with a variety of governmental and private agencies, and serves on their committees and boards. Speaks on behalf of the district to promote a safe learning and working environment for all district students, staff and visitors. Consults with representatives of law enforcement, safety and disaster preparedness to improve interagency cooperation. Prepares special studies and reports. Responds to district emergencies while on duty or on standby. Performs job related duties as assigned. Qualifications
Six (6) years of sworn officer experience in a management or executive position in a law enforcement agency. A bachelor's degree from an accredited university with major coursework in police science, law enforcement, administration of justice, or a closely related field. Advanced or management Police Officer's Standards and Training (P.O.S.T.) certificate is desirable. Additional command‑level experience in excess of the required year may be substituted for the required education on a year‑for‑year basis up to a maximum of two years. Licenses / Certifications
Possession of a valid California driver's license. Exam and Selection Process
Structured Oral Examination. Weight: 100%. Only qualified candidates will be invited to participate in the examination process. Successful candidates who pass all parts of the examination process will be placed on the eligibility list in order of their relative merit. Candidates will be notified in accordance with the Personnel Commission Rules. This eligibility list will be active for a period of (1) year. Relevant Information
