City of Naples . This position provides general civil engineering services related to site plan review, approval, and inspection of private and public works projects, and the design, construction, and administration of improvements and expansions to the City’s infrastructure.
Responsibilities
Conduct civil site review for new public and private projects; facilitate meetings and communicate utility information to the public regarding water distribution, wastewater collection, stormwater management, and roadway design improvements.
Work closely with the building department to review and approve site plans for new developments; coordinate inspections and perform project management for construction projects in progress.
Review building plans and other documentation for compliance with local, state, and federal standards and codes, including right‑of‑way dedication, stormwater management, water and wastewater service, roadway access, and other plan elements.
Plan and design stormwater management, roadway, water, and wastewater systems.
Manage stormwater inspection processes; consult with developers and inspect underground chambers, underground detention, grade sets, culverts, berms and swales, and perform final inspections.
Maintain a library of standard details, specifications and as‑built drawings.
Process documentation associated with departmental operations within designated time‑frames and established procedures; prepare or complete forms, reports, correspondence, ordinances, updates, and inspection reports as needed.
Coordinate permitting and construction activities with governmental agencies as applicable.
Respond to concerns, inquiries, and complaints from the general public in both oral and written contexts.
Operate personal computers and related software (Microsoft Word, Excel, PowerPoint, ICPR, HydroCAD, AutoCAD, etc.) to complete essential functions.
Maintain effective communication with regulatory agencies, City department heads, staff members and other relevant entities.
Keep current knowledge of engineering trends and regulatory standards related to public utilities and infrastructure; maintain knowledge of SFWMD stormwater design criteria.
Attend and participate in workshops, meetings, seminars, or training opportunities to acquire and maintain current industry knowledge.

Data Utilization: Coordinate, manage, and/or correlate data; make judgment calls based on data analysis.
Human Interaction: Function in a managerial capacity for a division or organizational unit; make decisions on procedural and technical levels.
Equipment, Machinery, Tools, and Materials Utilization: Operate and control equipment, machinery, tools, and materials used in performing essential functions.
Verbal Aptitude: Utilize consulting and advisory data and information; reference descriptive and/or design data.
Mathematical Aptitude: Perform basic arithmetic, manipulate decimals and percentages, and conduct basic algebraic operations.
Functional Reasoning: Apply influence systems, motivation, incentive, and leadership principles; exercise independent judgment.
Situational Reasoning: Exercise judgment, decisiveness, and creativity in evaluating information against measurable criteria.
Minimum Qualifications
Bachelor’s degree in Civil/Environmental Engineering or related discipline.
Seven (7) years of progressively responsible experience in municipal engineering design and construction project management (or equivalent combination of education, training, and experience).
Valid Florida driver’s license, class “E”, and a driving record that meets or exceeds City driving standards; registration as a Civil Engineer in Florida preferred.
Other Requirements
Must maintain a valid Florida driver’s license (class “E”) and a driving record that meets City standards.
