Primary Purpose Provide project controls cost engineering support to Directors, Managers, Project Managers, and Sr. Project Cost Analysts. Assist in the development and monitoring of annual budgets, forecasts, and Long‑Range Plans for transmission, substation, distribution, and gas projects across PECO and BGE. Utilize Exelon systems to support budgeting, forecasting, cost tracking, and project authorization. Provide analytical support, comprehensive reporting, and contingency analysis. Extended hours may be required during storms or energy delivery emergencies.

Primary Duties

Attend required meetings and gather detailed project information. Identify budget, forecast, and authorization issues early and help develop resolutions to meet project metrics. (25%)

Assist in developing and monitoring budgets and LRPs for transmission, sub‑station, distribution, and gas projects. Track, report budgets, forecasts, accruals, and actuals. (20%)

Track project financial risks and opportunities, providing detailed variance analysis against quarterly plans and monthly trends. Support financial challenge meetings. (15%)

Develop, organize, and present performance reports for internal and external use. Participate in monthly forecasting and accrual meetings with Sr. Project Cost Analysts and Project Managers. (10%)

Prepare monthly accruals, journal entries, and variance reports for review and submission to Finance and project controls leadership. (10%)

Analyze forecast and actual data accuracy to ensure compliance with Sarbanes‑Oxley audits. (10%)

Support vendor forecasting processes used for forecasting and accruals. (5%)

Assist in project authorization presentations and required forms. (5%)

Job Scope

This individual contributor works independently with general direction, relying on knowledge and judgment from education and experience to accomplish goals.

Routine interaction with key stakeholders, executives, directors, managers, and staff across the organization.

May require extended hours or shift work to support business operations.

Minimum Qualifications

Bachelor’s degree in Business, Finance, Accounting, or a Technical Field.

2–4 years related experience, or 3–6 years of business experience in lieu of a degree.

Comprehensive understanding of financial practices, asset management, electric or gas operations, and performance metrics.

Ability to conduct in‑depth financial forecasting, statistical analysis, and budget analysis.

Strong analytical skills for project financial evaluation and risk mitigation.

Customer‑driven communication skills and project management expertise.

Knowledge of cost analyst practices, budgeting, benchmarking, and audit compliance.

Ability to analyze organizational data and recommend actionable solutions.

Preferred Qualifications

Advanced financial degree.

2–5 years of project cost tracking experience in the electric or gas transmission, distribution, and substation industry.

Advanced proficiency in Microsoft Office (Word, Excel, Access, PowerPoint, Project) and related business technologies (WPT, Asset Suite, CIS, EPS, forecasting tools).

Experience in business case development and presentation to leadership.
