Primary Purpose Provide project controls cost engineering support to Directors, Managers, Project Managers, Sr. Project Cost Analysts, contractors and other key team members. Assist in developing and monitoring annual budgets, actual and forecasted costs, and Long Range Plans for transmission, sub‑station, distribution and gas (PECO and BGE) projects and programs. Utilize multiple existing Exelon systems to support budgeting, forecasting, cost tracking, project authorization, work management, contracts and material tracking. Offer broad analytical and operational support to the business unit and help prepare comprehensive reports on reauthorization risk, forecast accuracy, contingency status and more. Position may require extended hours for coverage during storms or other energy delivery emergencies.
Primary Duties and Accountabilities
Attend required meetings and reach out to project stakeholders for detailed project information. Identify budget, forecast and authorization issues early and assist in developing resolutions to meet project metrics. (25%)
Assist in the development and continued monitoring of budgets and LRPs for transmission, sub‑station, distribution and gas projects. Monitor, track and report project budgets, forecasts, accruals and actuals. (20%)
Track project and program financial risks and opportunities, providing detailed variance analysis versus budget, quarterly plan and month‑over‑month trend. Support project management during financial challenge meetings. (15%)
Develop, organize and present project and program performance reports for internal and external use; participate in monthly forecasting and accrual meetings. (10%)
Prepare monthly project accruals and journal entries for review and submittal to the Finance department, reporting variances and issues to project management and project controls leadership. (10%)
Analyze project actual and forecast data accuracy to ensure compliance with annual internal and external Sarbanes‑Oxley audits. (10%)
Support the management of the vendor forecasting process used as input for forecasting and accruals by Project Controls. (5%)
Provide support to Sr. Project Cost Analysts and Project Managers for presentations and forms required for project authorization. (5%)
Job Scope
Individual contributor position that works independently with general direction, relying on knowledge, skills and judgment acquired through education and relevant experience.
Requires routine interaction with key internal and external stakeholders, executives, directors, managers and staff across the organization.
May require extended hours and/or shift work to support business operations.
Minimum Qualifications
Bachelor’s degree in Business, Finance, Accounting or Technical Field.
2–4 years related experience; or 3–6 years business experience in lieu of a bachelor’s degree.
Comprehensive understanding of applicable standards, methods, processes and practices in the functional area supported (e.g., asset management, electric/gas operations, customer service, transmission and sub‑station, distribution, regulatory affairs).
Strong analytical skills for forecasting, financial and budget analysis, and risk identification.
Excellent oral and written communication skills; customer‑driven approach.
Knowledge of financial cost‑analyst practices and performance analysis (trending, root‑cause analysis, benchmarking, audit compliance).
Ability to analyze complex data, recommend actions and implement strategies to attain performance targets.
Proficiency in financial and project analysis, including complex projects with economic, financial and risk evaluation.
Preferred Qualifications
Advanced degree in finance.
2–5 years project cost tracking experience in electric/gas transmission, distribution and sub‑station.
Advanced proficiency in standard software (Microsoft Word, Excel, Access, PowerPoint, Project) and specialized business technologies (e.g., project management tools, asset suites, forecasting applications).
Proficient in business case development and presentation to business leadership.
