Qualifications To qualify for this position you must meet the basic requirements as well as any additional requirements listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements
United States Citizenship: Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Doctor of Medicine or an equivalent degree in medicine or osteopathic medicine.
Degree obtained from a school approved by the Department of Veterans Affairs for the year of completion.
Current full and unrestricted license to practice medicine or surgery in a U.S. state, territory, commonwealth, or the District of Columbia.
Residency training approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to board certification.
Either ACGME or AOA accredited residency, or non‑U.S. residency followed by at least five years of verified U.S. practice as deemed appropriate by the local Medical Staff Executive Committee.
Residents in approved ACGME/AOA programs who meet the basic requirements are eligible to be appointed as Physician Resident Providers (PRPs). PRPs must be fully licensed physicians and are appointed on an intermittent or fee‑basis; they are not independent practitioners and will not be privileged. PRPs have a scope of practice that allows certain restricted duties under supervision. Surgery residents in gap years may also be appointed as PRPs.
Proficiency in spoken and written English.
Board certified or board eligible in psychiatry.

Physical requirements: must meet physical standards for the position, undergo a physical examination prior to placement, and is a designated drug‑testing position with random testing for illegal drug use after appointment.
Must be able to lift 15–44 pounds, push for approximately two hours, reach above shoulder, use fingers and both hands, walk and stand for 3–5 hours, kneel, and coordinate rapid mental and muscular effort.
Must have depth perception and ability to distinguish basic colors and shades of colors. Hearing aid is permitted.
Duties
This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until December 1 2025.
The initial cut‑off date for referral of eligible applications is October 7 2025, with subsequent cut‑off dates every two weeks.
Eligible applications received after that date will be accepted on an ongoing basis and qualified candidates will be considered as vacancies become available.

Retirement: Traditional federal pension (five‑year vesting) and federal 401K with up to five percent in contributions by VA.
Insurance: Federal health, vision, dental, term life, and long‑term care; many federal insurance programs can be carried into retirement.
Licensure: One full and unrestricted license from any U.S. state or territory.
CME: Possible $1,000 per year reimbursement (must be full‑time with board certification).
Malpractice: Free liability protection with tail coverage provided.
Contract: No physician employment contract and no significant restriction on moonlighting.
The Psychiatrist in Compensation and Pension (C&P) and Mental Health Residential Rehabilitation Treatment Programs (MHRRTPs) evaluates Veterans and Service Members who have filed VA disability claims.
The incumbent will be located at VA Palo Alto Health Care System (VAPAHCS).
In addition to providing C&P services, this position may include collateral duties within the MHRRTPs, including evaluation and management of Veterans referred to and admitted to MHRRTPs at Menlo Park and Palo Alto divisions of VAPAHCS.
Major duties include but are not limited to:
Clinical: Evaluate Veterans and Service Members who have filed VA disability claims with the Veterans Benefits Administration (VBA) and/or are being evaluated under the VBA/DoD Integrated Disability Evaluation System (IDES).
Interview and examination, medical record review, medical opinion formulation, and completion of Disability Benefit Questionnaires (DBQs) using the CAPRI software application while adhering to federal regulations governing VA disability claims and meeting timeliness and quality standards.
Maintain C&P TMS certification requirements to work in this position.
Act as attending psychiatrist for Veterans admitted to the MHRRTPs.
Perform psychiatric evaluations, risk assessments, psychiatric holds, and ongoing pharmacological management of all Veterans referred to and admitted to the MHRRTPs for psychiatric, SUD, and PTSD related illnesses.
Collaborate with and provide training to program staff and other health‑care providers as needed.
Practice safety, environmental, and/or infection control methods.
Provide on‑call services, coverage, and other duties as needed.
Administrative: Establish an environment conducive to accountable and professional practice, treating all employees fairly and objectively.
Collaboratively keep supervisor and the MHRRTP director appraised of critical incidents, changing needs, staff issues, and concerns, proposing needed changes in operating procedures and policies for review in consultation with leadership.
Remain knowledgeable about current Joint Commission standards, VHA policies, VHA clinical practice guidelines, and relevant oversight groups, assisting with policy and procedure development needed to ensure compliance.
Serve on medical center or health‑care system VISN and/or national VA committees or task forces as needed.
