Program Overview The portfolio management and integration SME serves as a senior integration and strategic advisor for aligning complex modernization efforts across the FAA's Broad National Air Traffic Control System (BNATCS). This role provides portfolio management‑level guidance on system integration, agile portfolio governance, and cross‑program orchestration, ensuring that modernization initiatives deliver cohesive, interoperable, and safety‑compliant outcomes across the NAS.

Key Responsibilities

Serve as a principal integration and portfolio management advisor to the BNATCS Portfolio Manager and Domain Managers.

Define and oversee integration strategies that synchronize development, deployment, and sustainment activities across multiple task orders and domains.

Drive the implementation of Agile‑at‑Scale (SAFe) and Lean Portfolio Management (LPM) practices to ensure alignment between strategic intent and program delivery.

Coordinate portfolio‑level dependency mapping, risk mitigation, and capability sequencing across FAA ATO, AJM, AJW, and industry partners.

Provide executive‑level insight into portfolio performance, inter‑system dependencies, and delivery using quantitative analytics and visualization tools.

Experience using collaboration and portfolio tools such as Jira Align, Confluence, or equivalent systems.

Advise on use of digital engineering and MBSE methods to enable traceability from enterprise architecture to operational outcomes.

Evaluate vendor integration approaches, ensure technical interoperability, and advise on governance structures that promote agile collaboration and architectural consistency.

Mentor senior integration engineers, release train engineers (RTEs), and portfolio managers in applying agile frameworks to large, safety‑critical modernization programs.

Qualifications

Bachelor's degree in Systems Engineering, Program Management, or related discipline; Master’s or Ph.D. preferred.

12+ years of experience in systems engineering, integration, agile portfolio management, or large‑scale program transformation within FAA, DoD, or other federal environments.

Demonstrated expertise in agile frameworks (SAFe, LPM, Scrum@Scale) and enterprise integration governance.

Proven leadership experience managing cross‑domain portfolios, complex dependencies, and mission‑critical deployments.

Deep understanding of FAA AMS processes, NAS operational systems, and safety/security interdependencies strongly preferred.

Experience in digital engineering, MBSE, or enterprise data fusion environments (Cameo, Enterprise Architect, DOORS, or equivalent).

Certifications such as SAFe SPC, PMP, PMI‑ACP, or PgMP strongly preferred.

Excellent strategic communication and stakeholder engagement skills, with a demonstrated ability to influence enterprise modernization outcomes.

Active or eligible for Public Trust or higher clearance.

Target Salary Range $146,000 - $234,000
